【Abstract】 This paper first explains the meaning of multi-participation in emergency management, and then analyzes the current situation of multi-subject participation mode of emergency management in China. Finally, some effective suggestions are put forward to optimize the mode of multi-agent participation in the emergency management of environmental emergencies.
