【Abstract】 The outstanding status of the three northeastern provinces were introduced in terms of ultra-low fertility rate,labor supply reduction,and population urbanization slowdown. the commonality problems of resource-based provinces were analyzed such as population aging,population outflow,and severe brain loss in Shanxi and three northeastern provinces. And the practical problems faced by Shanxi Province were analyzed such as poverty alleviation and population resettlement in coal mining subsidence areas.
