污染物超排对广州土地资源规划的影响
Impact of Excessive Emission of Pollutants on Land Resource Planning in Guangzhou
【摘要】 以广州市城市生态系统为例,构建了基于土地交易机制的区间两阶段随机规划模型。模型考虑了工业排放的四种污染物和生态用地产生的八种生态服务价值,并分析它们对城市土地资源规划管理的影响。结果表明,随着污染物排放水平的增加,其土地交易量也随之增加。同时,土地交易机制也可以有效地控制污染物的排放量,以保证生态系统的可持续发展。最后,根据研究结果建议决策者对汽车制造业与电子制造业进行必要的产业升级,使其向着高技术、高土地利用效率、低污染物排放的方向进行产业转型。
【Abstract】 Taking the urban ecosystem of Guangzhou as an example,an interval two-stage stochastic planning model based on land transaction mechanism is constructed.The model takes into consideration the four pollutants emitted by industry and eight ecological service values generated by ecological land,and analyzes their impact on urban land resource planning management.The results show that the land transaction volume increases as the pollutant emission level increases.Meanwhile,the land transaction mechanism can also effectively control the emission of pollutants to ensure the sustainable development of the ecosystem.In the end,based on the research results,it is recommended that policy makers should carry out the necessary industrial upgrading of automobile manufacturing industry and electronics manufacturing industry for transformation toward high technology,high land use efficiency and low pollutant emissions.
