地震灾害下公路运输系统防救灾关键技术研究

【摘要】 公路运输系统是交通运输系统的重要组成部分,因地震灾害而导致的公路运输系统破坏,必然会影响救援工作的迅速开展。首先分析了地震灾害下公路运输系统破坏及修复的特点,针对公路运输系统所独有的特点建立灾前、灾时和灾后三阶段防救灾系统实施框架;并对地震灾害防救灾过程中,关键交通设施和基本路段的结构性和功能性灾害损坏程度评估等技术进行分析,建立灾时公路设施修复优先度评估指标集,提出灾前、灾时和灾后公路运输系统防救灾目标和策略。

【Abstract】 Highway transportation system is an important component of transportation system,and highway transportation system damages under earthquake disaster is bound to affect the rescue work carried out quickly.In this paper,the repair and damage characteristics of highway transportation system under earthquake disaster are analyzed,and then pointing to the unique characteristics of highway transportation system,three-stage anti-disaster system framework which includes pre-disaster,disaster and post-disaster is established.Following,The disaster damage assessment and analysis technology of key transportation infrastructure and basic sections are put forward.Last,based on these analysis,indicator sets is determined which are used to evaluate repair priority of highway transportation facility,then anti-disaster objectives and strategies of highway transportation system in pre-disaster,disaster,and disaster-relief are put forward.
