【摘要】 大区自然公园是法国生态系统比较脆弱且村镇密度较高的乡村地区自愿选择的一种平衡保护和发展的治理工具。文章从法国较为复杂的行政区划体系出发,基于自然空间的4种保护类型,详细介绍了大区自然公园的发展历程、规划要求及治理机制,在此基础上以孚日大区自然公园为实践案例,探索其建设与管理的四大方针和具体措施,以期为中国国家公园的建设、生态环境的保护乃至整个空间规划体系的构建提供借鉴。更多还原

【Abstract】 "Regional Natural Park"(PNR) is a kind of governance tool to balance environmental protection and regional development, which is voluntarily chosen by rural areas with fragile ecosystems and high density of villages and towns. The paper begins with the complex administrative system of France, introduces the four types of natural spaces and the evolution, planning requirement, and governance mechanism of PNR. It further studies the principles and strategies with Vosges regional natural park as an example. It provides a reference for China’s national park development, ecological preservation, and spatial planning system construction.更多还原
