旧村改造项目绩效评价研究——以广州市白云区为例

【摘要】 构建合理的旧村庄改造项目绩效评价体系是推动城市更新发展的路径。从目标实现、土地管理及开发效益三方面构建旧村庄改造项目绩效评价指标体系,以德尔菲法、熵值法计算指标权重值,以综合评价法和TOPSIS模型评价法评价广州市白云汇项目、安华汇项目,以Pearson、Spearman相关系数法检验差异度。研究发现:构建的绩效评价指标体系能够被验证,不同指标权重方法和评价方法计算的结果差异大;白云汇项目比安华汇项目综合得分更高,旧村改造效果更明显。建议建立旧村庄改造项目绩效评价制度;定期对基层人员进行评价方法、结果解读等培训;开展绩效评价指标的弹性调整研究。

【Abstract】 This paper constructs the performance evaluation index system of the old village reconstruction project,takes the Delphi method and entropy value method to determine the index weight and uses the comprehensive evaluation method and the TOPSIS model evaluation method to evaluate the Baiyunhui project and Anhuahui project of Guangzhou. Then,the Pearson correlation coefficient method is used to test the difference of the index weight results,and the Spearman correlation coefficient method is used to test the difference of evaluation results. The results of the research are as follows: The established performance evaluation index system can be verified by Baiyunhui project and Anhuahui project and the index system can truly reflect the objective condition of the verification object.The results in this paper suggest that it taking specific projects as the research scope,establishes a conventional performance evaluation system for elderly village reconstruction projects as a reference for improving the reform of old villages. Government should collect data from different regions of fast economic level and carry out flexible adjustment of performance evaluation indicators so as to enhance the applicability and scientifically of the index system.
