【Abstract】 Japan is one of the Asian countries that paid attention to the Arctic issue earlier.With the change in the Arctic region,Japan has further strengthened its participation in Arctic affairs since the 1990 s.With the multi-faceted development of Arctic affairs from the state to the society,Japan’s Arctic diplomacy also presents a "three-dimensional diplomacy"situation involving multiple subjects and multiple fields.Japan’s main actors in the Arctic affairs include the government and its related departments,universities and other scientific research institutions,shipping and energy companies,and civil society.Japan’s Arctic diplomacy presents a pragmatic government-level Arctic diplomacy,in-depth scientific research institutions and scientific diplomacy in universities,as well as forward-looking humanities exchanges in the Arctic affairs.In the context of China’s deep involvement in the Arctic affairs,Japan’s Arctic diplomacy can provide a reference for China’s participation in Arctic affairs.更多还原
