废旧动力电池回收体系建设研究

【摘要】 废旧动力电池残余有一定的使用价值和资源价值,正规途径回收面临回收成本高和产权的制约,生命周期流转涉及的主体多,正规途径的回收量非常少。基于生命周期分析了涉及的主体,发现报废汽车拆解企业是目前最主要的来源,梯次利用企业是将来最主要的来源。为了确保电池有效回收,提出报废电动车带电池交付注销,鼓励梯次利用以租代售商业模式,以强制手段和鼓励方式从制度上协同促进回收体系的建设和完善,为中国动力电池回收利用政策制定提供重要参考。

【Abstract】 The energy and valuable metals in waste batteries make them worth recycling. The recycling of waste batteries,however,faces a few challenges: the high cost of environmental protection,the restriction of property rights,potential conflict of interest among multiple parties. As a result the amount of batteries recycled via formal channels is very small. Based on the life cycle of traction batteries this article analyzed the involved subjects,the results suggest that main source of spent traction batteries is the end-of-life vehicle dismantling enterprise and will be echelon utilization enterprise in the future. Countermeasures including compulsory requirement of installed traction battery for the deregistration of motor vehicle,and incentive policy for encouraging the development of rent over sale business model in echelon utilization are proposed in order to ensure the highly-effective recycling as well safe disposal of spent batteries. Hopefully the strategies proposed in this article can promote the construction and perfection of spent traction battery recycling system and serve as a helpful reference for related policy makers.
