【摘要】 环境治理直接关乎经济与社会的持续发展,环境治理模式则是决定环境治理绩效的重要因素之一。我国当前的环境形势十分严峻、环境治理效率低下,在这种情况下探讨环境治理模式的创新问题,无疑具有理论和现实的双重意义。我国现行的环境治理模式是一种行政单中心模式,该模式面对转型时期出现的各种变化,其所固有的在主体构成上的要素缺陷必然导致包括权力结构、行为结构等在内的结构性缺陷,并最终导致在激励作用和管理效率等方面功能性的削减与不足。鉴于行政单中心模式的弊端,本文系统介绍了当前在公共管理领域、经济学领域和政治学领域都很有影响的多中心理论,分析了多中心理论在我国环境治理模式研究上的适用性以及应用中需要注意的问题,并在此基础上提出了我国环境治理多中心模式的框架。但是多中心模式并不是必然有效的,环境治理多中心模式的有效性取决于三个基本条件,也就是多中心模式的三个基本特征：客体的确定性、主体的多元性和权力的多向性,文章对三者及其关系进行了详细论述。环境治理的多中心秩序不是自发实现的,环境治理多中心模式的运行必须依靠环境治理网络的建立,环境治理网络是环境治理多中心模式的运行机制。文章论述了环境治理网络的形成、特征,并用博弈论的方法分析了环境治理网络的运行过程。从现实层面考察,环境治理的多中心模式能否最终建立,取决于环境治理的几个主要环节能否在治理网络这一多中心秩序中运行,这也是多中心模式在环境治理实践中的展开。具体措施包括建立多中心的环境治理制度供给体系、建立合作式的环境治理制度实施模式以及建立多元的环境冲突解决机制。更多还原

【Abstract】 Environmental governance affects the sustainable development of the economic and the whole society, and the pattern of the environmental governance is one of the determinants affecting the performance of the environmental governance. Now, the environment of our country is very severe, and in this circumstance, discussing the innovation of the pattern will be significative both in theory and in reality.The current pattern of the environmental governance is a kind of administrative-monocentric pattern, and its element weakness in subject will lead to structural weakness including power structure, behavior structure, etc., and will result in the deficiency of the governance function, such as motivational kick and governance efficiency, and so on.Because of the weakness of the administrative-monocentric pattern, the thesis introduces the Polycentric Theory which is famous in the fields of public management, economics and politics, and analyzes its applicability to the research on our country’s environmental governance pattern and some noteworthy problems in application. On the basis of it, the thesis presents the structure of the polycentric pattern of environmental governance.The polycentric pattern of environmental governance is not effectual definitely, and its effectiveness rest with three essentials:object definitiveness, subject diversification and multi-dimensional power operation. The three essentials are also the basic features of the polycentric pattern of environmental governance. Then, the thesis analyzes the three essentials and their relationships in detail.In addition, the polycentric pattern of environmental governance can not realize spontaneously. Its realization relies on the construction of the environmental governance network, and the network is the operating mechanism of the polycentric pattern. Afterwards, the thesis discusses the formation and the characters of the network and analyzing the operation course of it with the game theory.From the practical viewpoint, the construction of the polycentric pattern is determined by the operation of the environmental governance network in the polycentric order, and its.also the application of the polycentric pattern in the environmental governance practice.
