【摘要】 一个政府的有效运作取决于政府信息流动的仔细掌控。在电子政务建设与实践中,我们抱怨政府工作没有哪个措词比“信息孤岛”使用频率更高,建议政府改革没有哪个短语比“信息共享”通用程度更广,发现政府变革没有哪个句子比“成功的信息共享都是相似的,失败的信息共享各有各的失败。”贴切效果更佳。因此,政府信息共享的规律与应用研究遂显迫切、重要。政府信息共享的本质是一个受规则支配的政务活动。因此,政府信息共享问题的研究,必然要在方法上突破目前的信息共享体制研究、环境研究和要素分析的范围,而走向一个重要的领域——政府信息共享事务研究。它关注政府信息共享事务本身的构成。这种对政府信息共享事务的研究对于目前的政府信息共享体制、政府信息共享环境和政府信息共享影响要素分析的研究无疑是一个重要的补充。本文主要开展了如下工作：(1)探讨了传统典型政府信息共享行政事务的特征。本文在分析典型的政府信息共享事务的基础上认为：传统的政府信息共享事务固然有其弊端,但也有其合理的内核。这合理的内核是研究政府信息共享事务的基础。(2)提出了政府信息共享事务的概念以及扩展方式。政府信息共享事务有其共同的基础构成。政府信息共享事务的选择是某种程度的有目的政府活动。政府信息共享事务的选择实际上是在其构成的每一个可能的层面上进行的。(3)给出了政府信息共享事务的逻辑关系。本文用逻辑分析的方法,在政府信息共享事务目的假设的基础上,通过政府信息共享事务构成以及政府信息共享者的集合定义,研究政府信息共享事务的构成、信息共享蕴含以及信息共享责任等方面可能的信息共享事务规律。(4)构建了基于政府信息共享事务的政府信息共享系统系统框架。本文用系统建模的方法,在分析政府信息共享环境特征相关要点的基础上,结合政府信息共享事务特征,定义了系统构成要素、要素之间的关系及可能的约束规则,同时给出了系统的安全授权访问控制模型。(5)针对以上模型理论研究,结合现代软件工程技术,对政府信息共享系统结构进行设计、实现,给出一个政府信息资源共享的实例：“大连市企业基础信息共享系统”。以上研究成果是在实践基础上,通过理论分析、提炼和抽象得到的,具有一定的普遍性和一般性。基于本文所获得的相关研究结果,已经先后完成了多个电子政务信息共享系统的建设,并取得了预期的良好效果。更多还原

【Abstract】 An efficiency government needs accurate and fast information flow to ensure serving the people on time. There are so many information-islands exist in nowadays government. How to share information among the different departments of the government is an urgent problem needs to be solved.The government information sharing is the essence of government affair action between government departments. Therefore, the research on the issue of information sharing between government departments is bound to break through the methods of information sharing mechanism studies, environmental studies and factor analysis of the range, and move towards an important areas--information sharing action between government departments. It focuses on information sharing action, the composition of the action itself between government departments. The research of information-sharing action is an important supplement of the current information-sharing mechanism, environmental studies and factor analysis.The author tried to work on following aspects from the view of sharing information between different departments:(1)Based on the analysis of classic information sharing transaction in government, the author believed there were reasonable parts of the traditional information sharing methods.(2)Brought up the structure of information sharing transaction, the key elements and the extension method. There are common basic structure among the government information sharing. The choice of information sharing action between government departments is a certain degree of purposeful activity. The choices of information sharing action between government departments is in fact composed of every possible behavior level.(3) Brought up the logic model of information sharing transaction between different departments. Study on the relationship of the elements in information sharing of different departments and any possible regular pattern.(4)Built the information framework of departments of government based on the sharing actions. Described the relations between the system elements, the possible constraints and the system security issues.(5)The author also cited a case named "Dalian Enterprise Basic Information Sharing System" to illustrate the information sharing model. The fruits above was got from theoretical analysis and abstraction based on practice.They are universal and general.
