【摘要】 21世纪是“绿色”世纪。绿色物流作为当今低碳经济时代可持续发展的新兴产业,是推进我国国民经济可持续发展的新的利润增长点,其发展离不开强有力的金融支持。发展绿色物流金融,不仅将有力地支持绿色物流运营的经济绩效、社会绩效和生态绩效的发挥,而且极大地促进资源节约型、环境友好型社会的建设。对绿色物流金融运营进行系统地研究,是推进低碳经济建设,发展绿色物流,促进国民经济可持续发展所面临的新课题。目前我国物流运营中存在着巨大的“外部负效应”,对生态环境造成严重污染和破坏。为实现绿色物流环境的净化及其物流资源最充分的利用,需要金融机构设计、开发、推广有关金融产品,为绿色物流运营开展“融资信贷、支付结算、分散风险”等绿色物流金融服务。然而,由于我国长期“二元经济”结构及金融抑制,致使绿色物流金融供给短缺,不能满足绿色物流发展的金融需求。针对目前我国绿色物流金融供给短缺现状,结合物流和金融,本文通过绿色物流金融运营现状分析,及绿色物流金融运营机理分析,系统地研究绿色物流金融运营的绩效评价与风险评估,在此基础上,进一步研究设计绿色物流金融的运营模式,以及绿色物流金融的运营环境优化,初步构建绿色物流金融运营的理论框架和政策框架。首先,阐述绿色物流金融运营的一般理论,深入地分析绿色物流金融的运营现状,从物流运营的“外部负效应”入手,分析绿色物流运营的金融需求巨大与金融供给短缺及其成因；剖析绿色物流金融运营模式缺乏,以及绿色物流金融运营的环境堪忧等一系列问题。借鉴欧美、日本等发达国家金融支持绿色物流经验,无疑给我国发展绿色物流金融具有重要启示。其次,系统地分析绿色物流金融运营机理,深入地分析绿色物流金融运行的内在需求、内在动力,以及绿色物流金融运行的互动发展；运用基于AHP多目标模糊理论综合评价方法与模型,以中部地区农产品绿色物流金融运营绩效评价为例,深入研究绿色物流金融运营的绩效评价；运用基于语言OWA算子评估方法与模型,以中部地区开展农产品绿色物流银行业务风险评估为例,深入地研究绿色物流金融运营风险评估；在此基础上,通过绿色物流金融运营模式可借鉴的典型案例分析,科学地设计股权式或非股权式“绿色物流银行”运营模式,以长株潭股份制“绿色物流银行”科学构建为实例,深入地研究绿色物流金融运营模式设计。最后,为保障绿色物流金融的有效运行,针对绿色物流金融运营环境所存在的问题,深入地探讨绿色物流金融的运营环境优化。通过分析与论证,得出如下主要结论：1.完善绿色物流金融运营评价体系,拓展绿色物流金融运作模式,开发绿色物流金融产品,创新绿色物流金融融资机制,对绿色物流金融运营至关重要。2.无论在信息完全或信息不完全条件下,绿色物流金融业务运行,都作用于绿色物流业与金融业的有效融合,双方相互博弈、互惠共赢,以满足帕累托最优。3.正确地评价绿色物流金融运营绩效,有利于提升绿色物流金融运营效率,降低绿色物流金融运营成本,是建立绿色物流金融评价体系的首要问题,也是科学设计绿色物流金融运营模式的客观前提。4.客观地评估绿色物流金融运营风险,不仅有利于绿色物流金融运营风险管理,而且有利于提升绿色物流金融运营绩效,是完善绿色物流金融评价体系不可或缺的重要方面,也是科学设计绿色物流金融运营模式尤为重要的客观前提。5.发展绿色物流金融,必须高效地融合绿色物流、资金流和信息流,形成多元利益主体的股权式或非股权式“绿色物流银行”模式。6.健全绿色物流金融政策法规制度,强化绿色物流金融政府引导行为,加强绿色物流金融信用体系建设,创新绿色物流金融运营融资机制,是优化绿色物流金融运营环境的主要途径。更多还原

【Abstract】 The 21st century is "green" century. As an emerging industry for today’s low carbon economy sustainable development, the green logistics is the new profit growth points of promoting the sustainable development of China’s national economy which can hardly perform without strong financial support. To develop the Green logistics finance will not only strongly supports the function of the economic performance, the social performance and the ecological performance, but also greatly promotes the construstion of the resource-conserving and the environment-friendly society. It is a new issue that we study the operation of the the Green logistics finance which can promote the low carbon economy reconstruction, develop the green logistics and stimulate the sustainable development of national economy.There are huge "external negative effects" on the operation of the logistics in our country at present, showing a serious pollution and destruction.To achieve the purification of the green logistics environment and the full utilization of the logistics resources, only it requires us to design, develop and promote the related financial products through financial institutions, the financial institutions develop services for the operation of the logistics, such as "financing credit, payment settlement and risk diversification" etc. However, due to the long-term "dual structure in economy" and the financial restraint, the financial supply for green logistics is always in shortage that it can not meet green financial demands of the green logistics development.For the financial supply shortage situation of the green logistics being combined with logistics and finance, by analizing the green logistics finance operations and the operation mechanism of the green logistics financial, this article also studies systematically the performance assessment and risk assessment of the green logistics financial operations. On this basis, and it also further studies the design of the green logistics financial operation mode, as well as the green logistics financial operation environment optimization, and preliminary builts the theory system and policy frame for the green logistics financial operation. Firstly, this article explains the general theory of the green logistics financial operation,and thorough analyzing the situation of the green logistics financial operation from the logistics operation "external negative effects", the paper analyzes the financial needs of the green logistics operation and financial supply shortages and great cause, Analysis the lack of the green logistics operation mode, and the environment of the green logistics financial operation as a series of problems. The experience of financial support for the green logistics from Europe, Japan and other developed countries is an inspiration enlightenment for the financial support to develop green logistics in China.Secondly, this article systematically analizes the operation mechanism of the green logistics financial, it in-depth analizes the internal demand, internal motivation, as well as the interactive development of the green logistics financial operation. It uses of multiple targets based on AHP fuzzy evaluation methods and models, to the central region of the agricultural products green logistics financial operations performance evaluation as an example.It also furter studies the green logistics financial operations performance evaluation; uses of evaluation based on language OWA methods and models, to carry out the agricultural products green logistics banking business risk assessment as an example in the central region, in-depth study of the green logistics financial operations risk assessment; on this basis, through the green logistics finance operational mode may reference pasage, designing scientifically Equity or non-equity type "green logistics bank"operational mode, to construct scientifically Changzhutan Equity "green logistics bank" for instance, in-depth studies mode design of the green logistics finance operation.Finally, for the protection of the green logistics finance effective operation and for the problems existing in the green logistics financial operation,this article in depth explores the environment optimization about the green logistics financial operation.By analyzing and demonstration, this article arrives at the following main conclusion:1.It plays the critical importanment for the green logistics financial operation, such as the perfection of the green logistics financial evaluation system, the expansion of the green logistics financial operation mode, the development of the green logistics financial products, the innovation of the green logistics financial financing mechanism.2.Whether in information completely or incomplete information, the green logistics finance business run, all on a green logistics and financial industries valid fusion, reciprocal mutual game, win, to meet the Pareto optimal.3.Understanding the green logistics finance operating performance is beneficial to promote its operation efficiency, reduce its operation costs.It is the prime problem that builds assessment system of the green logistics finance,and it is also the especially important objective premise that scientifically designs the green logistics financial operation mode.4.The objective assessment of the green logistics financial operations risk is not only beneficial to the green logistics financial operations risk management, and enhance the green logistics financial performance. It is the essential aspects of evaluation system perfection of the green logistics finance, and it is also particularly important premise objective.to design scientifically the green logistics financial operation mode.5.The development of the green logistics financial must be high-effectively combined with the green logistics, the fund stream and information stream.
