【摘要】 民营企业在我国国民经济中扮演着越来越重要的角色，也理应在国家创新体系中发挥更重要的作用。与国有企业相比，民营企业在产品创新上具有巨大的优势，但也存在一些问题，需要采取各种有力措施，激发民营企业的产品创新愿望，提高民营企业的产品创新能力。政府作为国民经济和社会发展战略和政策的制定者，也是提高民营企业产品创新能力的引导者和推动者，在民营企业产品创新过程中发挥着不可缺少的作用，在特定时期和特定区域甚至是主导作用。本文选择秦皇岛市民营企业作为研究对象，全面分析了民营企业产品创新问题提出的背景，明确界定了研究的对象和意义，陈述了研究思路、方法和框架；总结归纳了国内外有关研究成果，分析了传统企业产品创新模式、影响企业产品创新因素、企业产品创新能力评价指标体系和评价方法等；设计了一套科学、完整且能够从全方位、多角度评价民营企业产品创新能力的指标体系，提出了基于粗糙集的指标约简方法；将支持向量机引入民营企业产品创新能力评价领域，并与常用评价方法相比较，从而发现其实用性和优越性。采用重点调查方法，对目标企业进行问卷调查，取得原始数据，然后应用主成分分析法进行数据分析，发现影响目标企业产品创新的关键因素，据此提出了针对性措施；以秦皇岛市为例，应用基于Borda数的模糊综合评价方法，通过与河北省其他城市相比较，全面分析了秦皇岛市民营企业产品创新环境，提出政府改善民营企业产品创新环境的合理化建议。最后，通过对研究内容的回顾与总结，提出未来改进和进一步深入研究的方向。更多还原

【Abstract】 Private Enterprises have pla yed more and more important role in our economy,and will of course make greater contribution to Nationa l Innova tion System.Compared with the state-owned enterprises ,they have great advantages in productinnovation but in some aspects there are still some problems. As the ma in body,theyare deserved to pla y a important role in product innovation.As the policy-maker andthe guider of nationa l economic and socia l development,government pla y aindispensable role in improving the innovation ability of private enterprises.This paper,choosing private enterprises in Qin Huangdao city,makes acomprehensive analysis of the background of product innovation of privateenterprises ,gives a clear boundary of the research object and its mea ning and statesthe research ideas ,methods and frameworks;it summa rizes the results of the relatedstudy home and abroad,analyzes the product innovation model of traditiona lenterprises ,factors influencing product innovation ,evaluation index system andmethods of product innovation ablility and so on;it designs a scientific and integralindex system that can evaluate the private enterprises’product innovation capability inall-round view,and puts forward a index reduction methods based on Rough Set;itintroduces Support Vector Machine into the evaluation of product innovation ability,and compares with common evaluation methods,and accordingly shows itspractica lity and superiority.Using the major survey method,it conducts a survey totarget enterprises ,and gets the raw data,and then analyzes data in the method ofPrincipal Component Analysis ,discovers the key factors which influence the productinnovation,and thereby offers targeted measures;Taking Qinhuangdao as example ,itapplies the fuzzy comprehensive evaluation method based on the Bordanumber,compares with other cities in Hebei province ,makes a comprehensive analysisof product innovation environment of private enterprise in Qinhuangdao,and putsforward some rationa l proposals about bettering product innovation environment;atlast,it gives the direction of improvement and further study through the review andsumma riza tion of research content.更多还原
