技术创新促进区域循环经济发展的评价研究

【摘要】 循环经济是一种新的经济增长方式,也是一种新的经济发展模式,是有利于资源有效利用和保护生态环境的发展模式。技术创新是循环经济发展的关键支撑,对技术创新在区域循环经济发展中的作用进行评价可以对区域循环经济发展的现状、未来的发展趋势进行客观的评价和预测,可以为管理者制定区域循环经济发展规划提供决策依据。因此,研究技术创新在区域循环经济发展中的作用机理、评价体系具有重要的理论和实践意义。本文将区域循环经济作为一个相对独立的系统,主要采用系统分析、综合评价及定性与定量相结合的方法,从以下几个方面开展研究工作:(1)在比较了国内外循环经济理论、发展战略和发展模式的基础上,通过分析区域发展理论及区域循环经济发展的政策背景和资源环境背景,认为区域循环经济是实现区域经济社会协调发展的必然选择,讨论了区域循环经济发展的动力机制。(2)在对区域循环经济发展的科学基础进行分析的基础上,探讨了区域循环经济的运行机理,建立了区域循环经济发展的战略架构。(3)在对技术创新理论进行分析的基础上,认识到技术创新必须引入人本思想和生态化思想,因此,将技术创新活动的终端从产品市场化扩展到资源、环境,分析了循环经济条件下技术创新的内涵、特征和主要模式。(4)通过对技术创新与经济增长关系理论的分析和对技术创新促进区域循环经济发展的作用机制的研究,从区域循环经济构成的基本要素、循环经济发展的基本环节、循环经济运行的基本原则等角度,分析了技术创新促进区域循环经济发展的机理。(5)构建了技术创新促进区域循环经济发展的评价指标体系,并运用SE-DEA方法进行评价;基于区域循环经济发展的资源环境约束,并在生产函数模型的基础上构建了技术创新推进区域循环经济发展的评价模型。

【Abstract】 Circular economy is a new mode of economic growth, and also a new mode of economic development, which is favorable to resource effective use and protecting ecological environment. The technological innovation is the key support in regional circular economy development, so that the evaluation on the effect of technological innovation in regional circular economy development can objectively evaluate and forecast the status quo and future developing trend on regional circular economy development, and also can provide decision-making evidence for governor to establish planning of regional circular economy development. Therefore, it has important significance in theory and practice to study the mechanism and evaluation system of technology innovation in regional circular economy development.This dissertation takes regional circular economy as a relatively independent system, carries out research by adopting the combining ways of system analysis, comprehensive evaluation, unity of qualitative analysis and quantitative analysis in the following aspects:(1) On the basis of comparing domestic and abroad theory, developing strategy and mode of circular economy, and also analyzing the background of policy and resource in regional circular economy development, this dissertation states that regional circular economy is the inevitable choice to realize the harmonious development of regional economy and society, as well as discussing motive force mechanism of regional circular economy development.(2) On the basis of analyzing scientific base of regional circular economy development, this dissertation discusses the operational mechanism of regional circular economy and also builds the strategic structure of regional circular economy development.(3) On the basis of analyzing technological innovation theory, this dissertation recognized that the human-oriented thought and ecological thought must be led into technological innovation. Therefore , this dissertation extend the terminal of technological innovation from product marketization to resources and environment,and analyze the connotation, features and the main mode of technological innovation in the circular economy conditions. (4) Through the discussion on the relationship between technological innovation and economy growth and the research on the effect mechanism of technological innovation promoting regional circular economy development, this dissertation analysises the mechanism of technological innovation promoting regional circular economy development from the angel of basic element of regional circular economy, the basic link of regional circular economy development, the basic principle of regional circular economy operation .(5) This dissertation builds the evaluation index system on technological innovation promoting regional circular economy development, and use the way of SE-DEA to evaluate. Meanwhile, based on the restriction of resource environment of regional circular economy development, this dissertation also builds the evaluation model of technological innovation promoting regional circular economy development which the base is production function model.
