煤矿区用地规划研究

【摘要】 开展矿区用地规划研究,目的是探寻一条在开采煤炭资源的同时保护利用好土地资源的良性循环之路。本文以新一轮土地利用总体规划修编为契机,研究了作为一个特殊地域-矿区的复杂用地情况,指出了其用地管理存在的缺陷,按建井期、生产期和矿井末期三个阶段,系统分析了矿区用地的特点、总结了矿区用地规律,建立了井工开采矿区和露天开采矿区用地需求预测模型和计算方法,采用GIS现代技术手段,对矿区用地进行规划管理,系统构建了矿区用地规划管理方法体系;同时,以淮北市土地利用总体规划修编为指导,对皖北矿区的用地现状、矿区发展规划进行了分析研究,并应用本论文构建的模型对皖北矿区未来用地需求进行了预测,完成了皖北矿区2005-2020年用地规划,编排了皖北矿区规划期年度用地计划表。本研究为淮北市土地利用总体规划的修编工作准备了大量、详实、科学、合理的基础数据,对提高淮北市新一轮土地利用总体规划的科学性具有重要的科学和现实意义,对我国其他矿区进行新一轮的规划修编和编制具有重要的参考价值。

【Abstract】 The aim of studying on land use planning is to develop a way to protect and make full use of land with good circulation while exploiting coal resources. In this paper, the new round of general planning of land use in china has been taken as a juncture, the complicated situation of land use in mining areas is studied and the shortcomings of land use management are pointed out. According to three stages of a mining area (mine construction stage, production stage and last stage),the characteristics of mining area land use are systematically analyzed, and a prediction model and algorithm for land demands of land in underground and surface mining areas have been established. Modern technologies such as GIS are used for the planning and management of land in mining areas, and a system of mining area land use planning and management is established. At the same time, under the guidance of General Plan of Huaibei City Land Use, the present situation and the development plan of Wanbei mining area are analyzed and studied. The above mentioned model has been used to predict the future demand of land in Wanbei mining area, a plan of land use of Wanbei mining area in 2005-2020 is completed, and a group of table is listed to show the plan of annual demand of land during the planning period. This study prepared a lot of scientific, reasonable, detailed basic data that is of great scientific and realistic significance for improving the general plan of land use in the new Huaibei City, and can be used by other mining areas in China as reference.
