甘宁青民族地区职业教育研究
The Study of Vocational Education in Minority Areas of Gansu Ningxia and Qinghai

【摘要】 在民族地区经济增长与发展的过程中,如下链条是不能忽视的:经济落后—教育落后—人才缺乏—经济落后,由此链条产生的积累、循环、因果效应非常明显。我们剖析这一链条,可以发现一个重要事实,教育落后是民族地区经济长期落后的根本原因,是民族地区经济增长与发展的真正瓶颈。本文以与经济发展联系最为密切的职业教育为研究对象,主要从办学体制、结构体系、办学模式、专业设置、技能实训等五个方面论述了甘宁青民族地区职业教育发展之“弱”。从办学体制而言,甘宁青民族地区职业教育以政府投资为主,办学体制僵化,融资渠道狭窄,责权利不清晰,限制了职业教育发展;从结构体系而言,中等职业学校布局分散,资源整合存在较大需求,高等职业教育发展缓慢,职教与普教、成教沟通衔接不畅;从办学模式而言,校企联合办学模式发展缓慢,目前以“校校联合”办学模式为主体,通过借助经济发达地区合作学校的教学资源完成技能型人才的培养与输送;从专业设置而言,甘宁青民族地区职业教育多数专业与东部学校相同,现仅有少量特色专业,且发展不充分;从技能训练而言,因专业教师缺乏、实践教学方法很难保证、技能实训基地匮乏等因素导致技能训练薄弱。职业教育是民族经济增长与发展的“秘密武器”。甘宁青民族地区职业教育之“弱”已经严重限制了其经济与社会的发展。发展不能承受如此之“弱”。本研究呼吁通过加大职业教育力度,促进民族地区社会、经济的发展。
【Abstract】 During the economic growth and development in minority areas,the followingchain should not be ignored:economic backwardness-Educational backwardness-theshortage of professionals-economic backwardness.Accumulation,recycling,and theresultant effects generated by the chain is remarkable and an important truth couldbe summarized as follows:educational backwardness is the fundamental reasonaccounting for long-term economy lagging in minority areas.The research object of this study is vocational education,which is most closelylinked with economic development.The thesis discusses the weakness of vocationaleducation in minority areas of Gansu,Ningxia and Qinghai mainly from fiveaspects:the school running system,structural system,school running mode,professional settings,skills trainings.From the school running system,theinvestment entity of vocational education is mainly the government;school systemis rigid and the financing channels are narrow;the duty,rights and benefits arenot clear.All these limit the development of vocational education.As far as thestructural system is concerned,the secondary vocational schools in minority areasscatter away and there is a big demand for integration of resources.The highervocational education develops slowly.The vocational education,general educationand adult education are in poor communication.From the school running model,thecooperation of school-enterprise develops slowly,At present,the cooperativeschool-school model is of the main body,which cultures and transports the skilledto economically developed areas using the teaching resources of the helpingschools.From the professional settings,the majority of profession in ethnic areasare the same with the eastern schools.However,there are only a small number ofinadequately developed characteristic professions.From skills training,thevocational education in minority areas is of weak skills resulting from the lackof professional teachers and skills training conditions,seldom practice of teachingmethods,and other factors.Vocational education is the“secret weapon”of national economic growth anddevelopment.The“weakness”of vocational education in minority areas of Gansu,Ningxia and Qinghai has seriously restricted economic and social developments,whichare unbearable to the nation.This study calls for efforts to increase vocationaleducation to promote regional social and economic developments.
