和谐社会视野中的我国城市社区建设研究

【摘要】 社会和谐是我们党不懈奋斗的目标。十六大以来,以胡锦涛同志为总书记的党中央在全面深刻分析国内外形势发展的基础上,从中国特色社会主义事业总体布局和全面建设小康社会的全局出发,提出了构建社会主义和谐社会这一重大战略任务。从我国政治制度和社会管理体制的悠久历史和现实考察,要建设社会主义和谐社会,其最佳突破口应从社会肌体结构的基本细胞——社区着手。当前,随着我国经济社会结构的整体转型,我国城市社区已经由过去的单纯居民居住点,转变为各种社会群体的集聚点、各种利益的交汇点、各种社会组织的落脚点、各种社会矛盾的聚焦点、人与社会的交融点和社会生活的支撑点。因此,构建社会主义和谐社会,重心在基层,基础在社区。没有社区的安全、稳定、和谐,就不可能构建安全、稳定、和谐的大社会。深入研究和谐社会视野中的我国城市社区建设问题,对于进一步认识我国经济社会整体转型期的特点,全面贯彻落实科学发展观,构建社会主义和谐社会,创新科学社会主义理论与实践都具有十分重要的意义。本文以科学社会主义尤其是中国特色社会主义理论体系为指导,按照科学发展观的要求,以构建社会主义和谐社会作为立论依据和主线,在国内外已有的城市社区研究成果的基础上,对和谐社会视野中的我国城市社区建设进行系统的剖析与研究;并通过对我国城市社区自治发展、城市社区管理发展、城市社区公共服务建设、城市社区文化建设、城市社区党的建设五个方面的深入分析,以期从总体上提出推动我国城市社区建设的系统性、操作性对策,为全面建设小康社会和构建社会主义和谐社会提供具体思路和政策支持。全文包括导论、正文九章和结束语。导论部分主要阐述论文选题的理论意义和实践意义,介绍、评析论文选题的国内外研究现状,介绍论文的基本思路、创新点和主要研究方法。论文的第一、二、三章主要是对社区理论、治理理论、国家与社会关系理论、构建社会主义和谐社会理论及其与城市社区建设之间的关系展开论述,为研究我国和谐社会视野中的城市社区建设奠定理论基础。第一章概述社区理论,并对国外若干类型的城市社区建设经验进行介评。第二章论述构建我国城市社区建设的理论框架。本章通过对治理理论和国家与社会关系理论的回顾和分析,力图构建一个符合我国国情和当前我国城市社区建设实际的国家与社会关系模式,即“强国家-强社会”关系模式,并以此为基础,指导我国城市社区建设在微观层面上的变革。第三章论述构建社会主义和谐社会与我国城市社区建设。本章首先从中国传统文化和西方文化两个角度概述和谐思想的历史渊源和发展;接着论述马克思恩格斯的和谐社会思想及其当代价值;然后论述构建社会主义和谐社会的基本理论;最后分析构建社会主义和谐社会与我国城市社区建设的关系,并回顾我国城市社区建设的历史演进。论文的第四、五、六、七、八章是对我国城市社区建设的五个重要内容即城市社区自治发展、城市社区管理发展、城市社区公共服务建设、城市社区文化建设、城市社区党的建设,按照“提出问题-分析问题-解决问题”的基本思路进行深入分析。第四章论述社区自治与我国城市社区建设。推进城市社区自治是城市社区建设的目标取向。本章概述我国城市社区自治的基本内涵及发展历程,探讨我国城市社区自治的重要意义和难点问题,并在此基础上,重点论述推进我国城市社区自治的基本路径。第五章论述社区管理与我国城市社区建设。加强城市社区管理是社区正常运行的重要基础。本章首先概述我国城市社区管理的内涵、组织结构的特点和基本职能;接着探讨我国几种有代表性的城市社区管理模式,并分析影响我国城市社区管理发展的制约因素;最后着重论述改革我国城市社区管理的内在要求和现实选择。第六章论述社区公共服务与我国城市社区建设。发展城市社区公共服务是城市社区建设的根本出发点和落脚点。本章对公共物品、社区服务、城市社区公共服务的概念进行科学界定,分析我国城市社区公共服务的现状,论述改革城市社区公共服务的理论基础,并在此基础上,重点论述改革我国城市社区公共服务的路径选择。第七章论述我国城市社区文化建设。繁荣城市社区文化是城市社区建设的内在需要。本章概述城市社区文化的内涵、特征及功能,分析我国城市社区文化建设面临的发展机遇和存在的主要问题,并着重论述推进我国城市社区文化建设的思路和对策。第八章论述我国城市社区党的建设。加强城市社区党建能够为城市社区建设提供组织保证。本章首先概述城市社区党建的提出和基本内涵;接着阐明党的建设战略空间正由单位转移到社区,并论述城市社区党建的必要性以及城市社区党建在城市社区建设中的功能定位;最后重点论述加强我国城市社区党建的基本思路。第九章论述我国城市社区建设发展的基本趋势与政策建议。在通过前面八章分析的基础上,本章主要论述我国城市社区建设发展的基本趋势,总结当前具有中国特色的城市社区建设的基本特点,并在此基础上,对进一步推进我国城市社区建设发展提出相关政策建议。结束语主要对本文研究成果进行总结,并对城市社区建设研究进行前瞻性、科学性的展望。更多还原

【Abstract】 The social harmony is our party’s struggle objective with unremitting efforts. Since the 16th Party Congress, the Party Central Committee taking Comrade Hu Jintao as general secretary analyzes the domestic and foreign development situations comprehensively, proceeds from overall arrangement of the socialist cause with Chinese characteristics and overall situation of constructing affluent society in an all-round way, and proposes the important strategic mission to build socialist harmonious society. When we investigate from the long history and reality of China’s political and social managerial system, we find that the community which is the basic cell of the society structure should be the best breakthrough to build a socialist harmonious society. Presently, with the overall transformation of China’s economic and social structure, our urban communities have been changing from the past pure resident dwelling place to gather points for a variety of social groups, convergence points of various interests, staying places for various social organizations, focus points of kinds of social contradictions, blending place of people and society and support points of social life. Therefore, to build a harmonious socialist society, the focus is grass-roots level, and the foundation is community. It is impossible to build a safer, stable and harmonious society without community’s safety, stability and harmony. The deep research about“construction of China’s urban community under vision of harmonious society”has great significance: it helps us to understand the characteristic of our country’s economic and social transition period better, implement the scientific development concept comprehensively, construct harmonious socialist society, and the innovate scientific socialism’s theory and practice.This thesis makes systematic analysis and researches on construction of China’s urban community under vision of harmonious society: the instruction is scientific socialism particularly the theoretical system of socialism with Chinese characteristics, the request is scientific development concept, the basis and the main line of argument is construction of socialist harmonious society, and the foundation is domestic and foreign existing researches about urban community. The analysis on urban community mainly includes five aspects that is self-government development, management development, public services, cultural construction and Party building. Through these analyses, it tries to generally propose systematic, operational measures for our country’s community construction and provide specific ideas and policy supports for the comprehensive construction of well-off society and socialist harmonious society. The whole essay contains introductory remarks, nine chapters of main body and concluding remark.Introductory remarks mainly elaborate theoretical and practical significance of paper’s selected topic, evaluate domestic and foreign research situations, and introduce paper’s basic thinking, innovation and major research methods. The first, second, and third chapters mainly lay the theoretical foundation for the whole thesis. They mainly take up the following theories: community theory, governance theory, relations theory between the state and society, theory of constructing socialist harmonious society and its relationship with urban community construction.The first chapter set out outline of community theory, and makes experiences assessment on several foreign types of urban community construction.The second chapter deals with the theoretical framework of building our country’s urban communities. Through the review and analysis on governance theory and relations theory between state and society, it tries hard to construct a model of state and society’s relations which is in keeping with our country’s national condition and the current construction of urban community. This relationship model is“strong country - strong society”, and takes this as a foundation to instruct urban community’s transformation on microscopic level.The third chapter elaborates building of socialist harmonious society and our country’s urban community construction. First of all, it discusses historical origin and development of harmonious thought from angles of China traditional culture and Western culture. Then it states Marx and Engels’ideas about harmonious society and its contemporary values. The next elaboration is elementary theory of constructing socialist harmonious society. The final analysis is the relationship between building socialist harmonious society and our country’s urban community construction and it reviews the historical evolution about our country’s urban community construction. Thesis of the fourth, fifth, sixth, seventh, eighth chapters are five important contents on China’s urban community construction, that is self-government development, management development, public services, cultural construction and Party’s construction. The basic analysis is in accordance with the following thinking:“proposes question - analyses question - solves the problem”.The fourth chapter is about community self-government and our country’s urban community construction. The goal orientation of urban communities’construction is to promote self-government. This chapter summarizes the basic connotation of China’s urban community’s autonomy and its development process, discusses the significance and difficult problems of this issue, and based on this, the key elaboration is basic path to advance China’s urban community self-government.The fifth chapter is about community management and our country’s urban community construction. It is an important basis for community’s normal operation to strengthen community management. Firstly, it makes an overview on the connotation, organizational structure characteristics and its basic functions. Then, it explores several representative models of our country’s urban community management and analyzes some restriction factors which affect the management development. Finally, it focuses on intrinsic requirements and realistic choices to reform our country’s urban community management.The sixth chapter is about community public service and our country’s urban community construction. Developments of public services in urban communities are the fundamental starting point and ultimate goal. This chapter scientifically defines public goods, community services, urban community public service and analyzes the present situation of public services in our urban communities. Then, it elaborates theoretical basis to reform the public services. On this basis, it focuses on path selection of the reforms.The seventh chapter is about cultural construction of China’s urban communities. City’s prosperous community culture is the intrinsic need to construct urban community. This chapter generally states the connotation, characteristics and functions of urban community culture, analyzes its facing development opportunities and main problems. The focus is also the development ideas and strategies to advance construction of our urban community culture.The eighth chapter is about Party building of our urban community construction which provides organizational guarantee for it. This chapter firstly proposes urban communities and its basic connotation, and then it states that the strategic space of Party building has been transferred from the unit to the communities. It elaborates the necessity of urban community’s Party building and its functional localization in the whole constructions and finally focuses on basic ideas to strengthen our urban community’s Party building.The ninth chapter elaborates the basic trends and a policy suggestion of development on China’s urban community construction. On the basis of previous eight chapters’analysis, this chapter focuses on the basic development trends of our urban community’s construction, and summarizes the essential features during the construction of urban community with Chinese characteristics. Finally, it puts forward relevant policy proposals to fatherly advance its development.The concluding remarks mainly carry on the summary to this article’s research results, and make scientific forward-looking on researches about urban community’s construction.更多还原
