基于生态城市的可持续发展产业集聚问题研究

【摘要】 目前,生态城市建设正在全球范围内广泛的进行,并已取得了显著的成绩和经验。生态城市建设已由单纯的追求环境优美转向对城市社会、经济、生态环境系统的全面可持续发展的追求。以社会、经济、生态环境协调可持续发展为基本特征的生态城市正成为城市可持续发展的理想模式。生态城市的建设和发展离不开产业可持续发展的支撑和支持。可持续发展产业集聚以可持续发展战略作为指导,有助于协调好城市经济、城市环境发展的关系,对探索既能体现城市社会、经济、自然协调融合,又能满足当前我国生态城市建设要求的可持续发展产业集聚具有重要的理论意义和实践意义。为了从根本上解决我国生态城市建设中面临的经济、环境非协调、非可持续发展的现状和瓶颈,本文综合运用定性与定量、规范与实证的研究方法,在生态城市理论、可持续发展理论和产业集聚理论的基础上,从可持续发展产业集聚的角度出发,界定了基于生态城市的可持续发展产业集聚的相关概念,探讨了基于生态城市的可持续发展产业集聚的模式、运行机制及支撑体系,探寻一种在生态城市框架下的产业集聚发展模式,并对生态城市与产业集聚的相互关系进行理论与实证分析,提出两者之间是强正相关的关系,这将有助于生态城市建设理论和实践的完善。本文的主要研究内容归纳如下:首先,本文阐述了生态城市理论、可持续发展理论和产业集聚理论现有的研究成果,指出了已有研究中存在的不足,并在此基础上提出了本文研究对象,即基于生态城市的可持续发展产业集聚问题。其次,用实证分析的方法对中国生态城市指标与产业集聚指标之间的相关性和工业环境污染和工业能源问题之间的相关性进行研究分析,并构建了基于生态城市的“资源—可持续发展产业集聚—环境”复合系统模型。再次,分析了可持续发展产业集聚形成机理,结合国内外生态王业园区建设的实例介绍了四种可持续发展产业集聚的运作模式,并对丹麦卡伦堡和贵港可持续发展产业集聚模式进行实证分析,提出了对我国利用可持续发展产业集聚模式建设生态工业园区的建议。最后,构建了可持续发展产业集聚支持体系,从微观支持体系和宏观支持体系两方面探讨了如何更好地利用可持续发展产业集聚促进生态王业园区可持续发展,最终达到城市社会、经济、生态协调可持续发展,并提出了相关对策和建议。本文的主要结论有:我国生态城市与产业集聚之间具有极高的相互关联和促进性,可持续发展产业集聚在资源利用和能源消耗方面具有传统产业集聚无可比拟的可持续发展的优势——可持续发展产业集聚可以最大程度的提高能源利用效率,降低污染排放。生态城市建设必须以可持续发展产业集聚为基础,从构建微观支持体系和宏观支持体系两方面入手建设生态工业园区,实现城市社会、经济、环境的协调可持续发展。
【Abstract】 At present, the ideas of eco-city construction was not only widely accepted globally, but also has made notable achievements and experience. The object of building eco-city was transferred from pursuing environmental improvement to seeking comprehensive sustainable development of social, economical and ecological systems. The new eco-city building object has also become an ideal model for modern city’s sustainable development. Industrial sustainable development is the leading supporting power of eco-city development. Sustainable development theory is the guiding philosophy of sustainable development industrial agglomeration. The object of this dissertation is to find a fundamental industrial agglomeration model to solve the industrial environmental pollution and energy waste problem, which will quicken China’s eco-city building process.In order to solve the existing bottleneck of China’s eco-city development, the author explored the possibility to solve China’s eco-city development problem in sustainable development industrial agglomeration framework. With the thorough research of eco-city theory, sustainable development theory and industrial agglomeration theory, the author researched the relationship between China’s eco-city development and China’s industrial agglomeration. Using the qualitative, quantitative, standardized and empirical research methods, the author proved that the relationship between China’s eco-city development and China’s industrial agglomeration are high-positive correlated. The resulting result will redound to both China’s eco-city building theory and practices.The main research works of this dissertation are summed up as follows:Firstly, this dissertation summarizes the existing research prons and crons on eco-city theory, sustainable development theory and industrial agglomeration theory. On this basis, the purpose of this dissertation is to research the interrelationship sustainable development industrial agglomeration model under the eco-city framework.Secondly, the author used empirical analysis method to analyze the relationship between China’s eco-city development and China’s industrial agglomeration. The author also empirically analyzed the relationship between China’s industrial environmental pollution and energy waste problem. Based on the economic views of industrial agglomeration, the author set up the "resource—sustainable development industrial agglomeration—environment" systematic structure model, which could ultimately solve the industrial environmental pollution and energy waste problem. Thirdly, the author analyzed the mechanism of sustainable development industrial agglomeration. Based on the research of four current existing models, the author pointed out that the eco-industrial park was the current practical model for sustainable development industrial agglomeration. After detailed researching on Demark Kalundborg Eco-industrial Park and China Guigang Eco-industrial Park, the author summarized four advices for speedy building China’s eco-industrial parks.Finally, the author designed the supporting system chart for China’s sustainable development industrial agglomeration. With detailed discussion of the micro and macro supporting systems for China’s sustainable development industrial agglomeration, the author summarized advices for successfully building and supporting China’s eco-industrial parks, which could finally reach the goal of harmonized development of society, economic and ecology.The main research conclusions of this dissertation are summarized as follows:In conclusion, the analyzing result shows that the relationship between China’s eco-city development and China’s industrial agglomeration is high-positive correlated. Comparing to traditional industrial agglomeration, sustainable development industrial agglomeration model could help China’s industries to maximize energy using efficiency, meanwhile minimize environmental pollution. The author pointed out that the carefully designed eco-industrial park is the current practical model for sustainable development industrial agglomeration. China should build eco-cities on the basis of building sustainable development industrial agglomeration. Moreover, it is very important to promote China’s eco-industrial park construction via micro and macro supporting systems.
