基于演化理论的区域创新系统研究

【摘要】 区域经济的快速发展和经济增长质量的提高,主要依托创新不断开拓区域经济新的增长点,依托创新系统带动整个区域经济的增长。创新,特别是本地化的自主创新成为区域经济发展的内在动力。区域创新系统已经成为越来越多的学者研究的对象。区域学家都试图从新的视角、多个层次,对区域创新等相关问题进行研究,这些理论分别从不同的侧面揭示了区域创新系统的内涵,具有一定的借鉴意义,但是它们都没有从演化观的角度来研究区域创新系统。演化理论为区域创新系统的研究提供了哲学方法论和科学定量分析工具。论文结合区域创新系统的发展与以往的研究以及演化理论在创新系统中的体现,构建了基于演化理论的区域创新系统理论,对区域创新系统不同阶段的演化博弈分析,实施了区域创新系统运作的指导。本文的创新工作有以下三个方面:(1)构建了基于演化理论的区域创新系统理论体系基于演化观的区域创新系统研究,是在经济学、管理学、理学、生态学的一系列基础学科群的理论基础上,通过生物学隐喻的分析范式,提出了区域创新系统的要素构成,创新系统的行为特点,创新系统的演变过程、形成机理以及形成的内部条件和外部环境,来实现对区域创新系统实践的理论指引。(2)创建了区域创新系统各阶段的演化博弈模型本文将有着演化观的演化博弈论引入创立形成,发展,成熟期的区域创新系统,对系统内的创新主体进行模型的构建与分析。计算出不同参数(初态)下,系统的演化均衡稳定点。这些模型有效衔接微观——宏观层面的区域创新系统定量研究,这不仅符合区域创新系统演化发展趋势的要求,而且弥补了一般中观、宏观层面理论研究和方法中,对于微观主体的定量研究不足。(3)实施区域创新系统运作的指导将具体的演化观融入了区域创新系统的各阶段,由于大部分演化均衡模型中,只与系统的各阶段的初态相关,通过创新主体的模型进行了数值模拟与演化相图分析,提出在系统各阶段的初态时应注意的方面与环节,并提出了一些非常有针对性的建议与对策,提高了区域创新系统管理的针对性、科学性、准确性和可操作性,有利于实现区域创新的可持续发展,为区域创新系统发展与规划提供重要的理论支持和技术保证。

【Abstract】 The rapid development of regional economics and the quality of economic growth mainly rely on innovation to constantly open up new economic growth points and innovative systems to lead the entire regional economic growth. Regional Innovation System has become the target of an increasing number of scholars. Regional scientists have tried their best to relate new perspective, a number of levels, and other issues to the Regional Innovation. These theories from different aspects reveal the content of the regional innovation system. But they do not study the regional innovation system from evolutional point of view. Evolution theory brings philosophical methodology and scientific quantitative analysis tools to regional innovation system.The paper combines the development and previous studies of regional innovation system and the evolution theory reflected the innovation system. Then it constructs the theory of Regional Innovation System based on evolutionary theory, and does evolutionary game analysis at different stages of regional innovation system, and implements a policy to guide the operation of the regional innovation system. In this paper, innovative work is the following three aspects:(1) To construct the theory framework of Regional Innovation System based on evolutionary theoryThe paper points out the theory framework of Regional Innovation System based on evolutionary theory is constructed through the analysis paradigm of biology metaphor and the main line of evolutionary theory and base on a series of elemental subjects such as Economics, Management, Jurisprudence, ecology. It brings out the elements construction, the behavior characteristics, evolutionary process, the formation mechanism and internal conditions and external environment.(2) To create evolutionary game model in the various stages of of the Regional Innovation SystemThe theory of evolution game is introduced creation formation, development and maturation stage of the regional innovation system. And then paper analyzed the main innovation bodies of system. Under different parameters (initial state), the evolution of stable equilibrium point are calculated. These models links up micro - macro-level of the Quantitative Study of Regional Innovation System, This not only conforms to the development trend of the evolution of regional innovation system, but makes up for insufficient the quantitative study of microeconomic subjects in the middle, macro-level theoretical research and methods.(3) To implementation guidance on the operation of the Regional Innovation SystemThe evolution is permeated into each stage of the regional innovation system. Most balanced evolution model only correlated with the early state of the stages. Though numerical simulating to main innovation bodies and analyzing evolution of the phase diagram, the paper brings forward aspect that must be paid attention to in the early state of every stages. At that time, paper made some very specific recommendations and measures to improve focused scientific, accuracy and operability in the regional innovation system management. It provides important theoretical support and technological guarantee for the development of regional innovation system.
