【摘要】 随着我国经济的飞速发展和人民生活水平的迅速提高,全社会对于公共工程和公共产品的需求增长迅速,如何对公共工程建设实施有效的管理一直是各方重点研究的课题。为了实现公共工程建设管理的专业化,加强公共工程建设管理业务的市场化程度,提高公共工程的投资效率,我国正在积极推行“代建制”的建设管理模式。但在“代建制”管理模式实施的过程中,存在着不少问题,集中体现在现有代建企业的核心能力难以适应全过程代建工作的要求。为了解决这一问题,提出了基于虚拟建设的代建制管理模式,通过整合社会资源、组建代建动态联盟的方式,集成联盟伙伴企业的核心能力,以达到在最短的时间内完善代建企业核心能力的目的。经过对相关文献进行综述,在研究虚拟组织基本概念的基础上,针对虚拟建设的组织形态,研究了其敏捷性、实现途径以及技术基础;深入讨论了代建制的概念、服务范围、工作流程以及内容和责任;针对代建制模式在实施过程中的问题,从理论上对基于虚拟建设的代建制管理模式进行了分析,提出了相关的理论框架;确定了代建动态联盟伙伴选择的原则和流程,建立了伙伴企业的评价指标体系,运用优化决策方法对动态联盟中的伙伴选择问题进行优化;构建了业主与代建动态联盟之间、代建动态联盟伙伴之间分配关系模型,经过对模型进行分析与研究,提出了业主对代建动态联盟的激励原则和伙伴企业之间分配的原则。为了验证文中的观点,以某市快速路工程的实践为例进行了实证研究。最后对于研究内容进行了总结,对于研究方向进行了展望。更多还原

【Abstract】 As development of our country economy and improvement of people’s living standard, the demand for public project and public product of whole society increases rapidly. It has been a key research subject that how to manage the public project construction and implement effectively.In order to realize the specialization of public project management, strengthen the marketization of construction management business, and enhance the efficiency of public project investment, the mode of“Project Agency-Management”(PAM) is extending to take the place of organizational system in our country. Many questions still exist while the implement of PAM. The most prominent problem is that the key competence of PAM enterprise cannot fit the requirement of whole-course PAM task. To solve the problem, we offer the mode of project agency-management based on virtual construction (VCPAM). It will achieve the goal of promoting key competence of PAM enterprise within shortest time through the way of combining social resource, establishing a dynamic alliance, and integrating the key competence of partner enterprises.We sum up the relative literature conference. On foundation of the research on basic conception of virtual organization, we survey the agility, realization approach and technological base aiming at the organization form of virtual-construction. The concept, service range, workflow, content and responsibility of PAM mode have been discussed deeply in this article. Aiming at the question in implementation of PAM, analyze the problem of VCPAM mode in the abstract and put forward the correlative theory framework. While the evaluation index system is being set up, we confirm the principle and process of partner selection in agency-management dynamic alliance, and optimize the decision method. We set up model of not only relationship between the owner and PAM alliance, but also that among the partner enterprise. Analyzing the model, we obtain the principle while the owner encourages the alliance and dynamic alliance distributes its benifit.In order to test the viewpoint of this article, we use the example of express way project in some city.
