【摘要】 作为农业、农村和农民的基本载体,我国县域经济的发展,反映的是我国工业与农业、城市与农村的协调互动状况。城乡统筹发展观的提出,为我国县域经济发展的理论与实践研究提供了很大的创新空间。党的十六大以来,我国的区域发展研究与政策讨论越来越关注县域经济发展,高度重视县域的工业化、城镇化以及农业产业化、剩余劳动力输出、新农村建设等问题。在目前县域经济研究中,一个重大问题是如何将对我国县域发展道路与发展机制的普遍认识,与2000多个丰富多彩的具体县域结合起来,而不仅是关注县域发展的一般共性问题,或是讨论个别县域的发展。本文认为,可以通过辨析县域地域要素条件与经济结构的地域分异,将我国县域划分为农业型、加工型、林矿型、边境口岸型、旅游型、商贸型等地域类型,根据对各种类型县域的研究,获得能够支持具体县域发展的理论成果与实践规律。区域经济地理学是本文研究的学科基础,本文从经济地域的角度,来讨论我国及东北地区县域发展的演进机理,包括类型变化、结构演变、地域机制、重大因素,并提出东北地区县域发展的调控要求。东北地区农村人口占全区半数以上,县域经济是东北地区经济发展的重要组成部分。但是,东北地区县域经济在地区整体发展格局中仍然处于薄弱环节,县域工业化、城镇化显著落后于发达地区,县域发展对建设国家重要的商品粮和农牧业生产基地的支撑能力还需要进一步提高。研究东北地区县域经济具有十分重要的现实必要性,而东北地区县域在全国的重要地位及其丰富的县域类型也有利于获得县域经济研究的一般认识。论文主要内容分为四大部分、六章:第一部分包括第一章和第二章,是本文研究的理论与实践基础。第一章讨论县域经济发展的基本理论问题,包括界定县域经济的概念与特征,讨论县域经济发展的一般机理,包括地域类型、地域结构和地域机制;第二章总结美国、法国、日本县域经济发展的实践经验及其对我国的借鉴意义,并归纳我国县域经济发展的重大实践问题。第二部分包括第三章和第四章,是对东北地区县域发展的现状研究。第三章从东北地区县域总体发展的角度,总结其历史发展过程、现状发展特征、主要问题与类型划分;第四章是对东北地区县域经济发展类型的个别分析,分别对东北地区农业型县域、加工型县域、林矿型县域、边境口岸型县域、旅游型县域与商贸型县域的发展情况进行系统研究。第三部分是本文的第五章,是在县域经济的理论探讨与东北地区发展实践研究的基础上,总结东北地区县域经济发展的演进机理。包括三个部分,一是总结东北地区县域经济类型发展变化的过程规律;二是深入讨论东北地区县域经济发展的地域机制;三是探讨影响东北地区县域经济发展的重大因素。第四部分是本文的第六章,提出东北地区县域经济发展的调控对策。首先讨论了东北地区类型县域经济发展的差别化道路,进而提出促进东北地区县域经济发展的主要措施,并讨论东北地区县域经济发展的体制改革问题。更多还原

【Abstract】 As the fundamental vector of agriculture,rural areas and farmers, the county economic development in our country reflect the coordination and interaction between industry and agriculture, urban and rural areas. The overall planning of urban and rural employment give study greater scope for innovation on theory and practice of county economic development. Since the 16th CPC Congress, China’s regional development research and policy discussions increasingly concerns about the county economic development, attaches great importance to the county’s industrialization, urbanization and industrialization of agriculture, export surplus labor force, the new rural construction, and other issues.In the current study of the county economy, a major question is how to recognize its path and mechanism combined with more than 2000 colorful specific counties, but not only to concern about the general common problems of the county economic development,but also to discuss individual county development.Based on the geographical diversity of geographical conditions and the economic structure, the paper divides China’s county into six types: agro-county, processing county, resource-based county, frontier county, touring county, commerce and trade county. On the basis of research of various county types, the theories and law of practice will be obtained to support the specific county development. On the basis of theory of regional economic geography, from the angle of economic region development and evolution, the paper discusses the changes in the county’s geographical conditions, geographical structure evolution, geographic mechanism and control requirements.The county economy is an important part of the economic development in Northeastern China, where rural population is more than half of entire area population. However, the county economy in the Northeast China are still very weak in the whole region development, and its county industrialization and urbanization significantly behind the developed regions, and the support capacity to build the bases of commodity grain and agricultural and animal husbandry production needs further enhanced. It is of great practical necessity to research on the county economy in Northeast China, and its important position in the country and its rich type are conducive to achieve general awareness of the county economic research.The paper is divided into four parts, including six chapters:The first part includes chapter one and chapter two, which is the theoretical and practice basis of the paper. Chapter one analyses the connotation and the characteristic of the county economy, and discusses its geographical structure and geographical mechanism, as well as the type of county economy. This part is the theoretical basis of the paper; Taking the United States, France, Japan as example, Chapter two sums up the foreign experience of the county economic development and the reference to provide for our county, and concludes the practical experience of the county economic development in our country.The second part includes chapter three and chapter four, which is the present condition of the county economy in Northeast China. From the angle of the whole county development, Chapter three analyses its the evolution process, main develop characteristics and issues, type system; Chapter four individually analyses the county economy type in Northeast China, including agro-county, processing county, resource-based county, frontier county, touring county, commerce and trade county.The third part includes chapter five. On the basis of the theoretical discussion of the county economy and practical research in Northeast China, chapter five studies the evolution mechanism of the county economy in Northeast China, including the general law of the geographical type evolution, geographical mechanism of the county economic development, the major factors that have the impact of the county economic development in Northeast China.The fourth part includes chapter six , which puts forward the regulation and countermeasures for the county economic development in Northeast China.
