【摘要】 新颁布的《风景名胜区条例》将我国的风景名胜区划分为“国家级”和“省级”两个级别。我国现行的风景名胜区管理体制可以概括为“国家所有、属地管理”,各级风景名胜区基本以行政区划为标准来划分管理权。由于属地限制和地方利益的驱动,很多风景名胜区在保护、利用和管理中出现了一些问题,主要有;重复建设、不良竞争、跨行政区域的风景资源无法有效整合,等等。因此,迫切需要有一个更高层次和更宽视野的规划,对一定区域内的风景名胜区进行协调、整合,省域风景名胜区体系规划应运而生。自2001年起,一些风景资源大省如贵州、山西、福建等率先开展了省域风景名胜区体系规划的编制,截至目前,已有4个省的风景名胜区体系规划经审定后公布,另有若干省份已经编制完成或正在编制过程中。相对来说,省域风景名胜区体系规划还是一个新生事物,对规划编制的理论与方法等相关问题的研究基本是空白的。由于规划本身的复杂性以及各方面条件的限制,本文不可能对规划涉及的所有命题进行全面论述,只是就其中若干较为重要的问题进行阶段性的研究。本文尝试在对已有成果分析的基础上,对规划的可行性、必要性、局限性、本质特性以及增强规划的实效性等方面进行探讨。同时,对在相关领域已经被证实有效的若干理论在省域风景名胜区体系规划中的适用性进行分析。文章还对省域风景名胜区体系规划应重点解决的问题和包含的主要内容进行了详细阐述。文章重点关注以下几个方面的问题;1.在廓清相关概念的基础上,对省域风景名胜区体系规划的作用、必要性、可行性、本质特性、局限性及其解决途径、法律地位的确定、评价标准、编制审批程序以及如何增强规划的科学性和实效性进行分析。2.介绍了国内外区域规划理论和实践的发展历程。3.分析了若干理论基础对省域风景名胜区体系规划的指导意义。4.对风景资源评价、区域发展条件评估、风景名胜区体系构建、外部支撑体系、与相关规划的协调等省域风景名胜区体系规划中的主要内容进行了详细阐述。更多还原

【Abstract】 China’s existing scenic area management system can be summarized as "state owned, local management". Scenic Area at all levels is administrated by the district administrative division. Because of the territorial restrictions and local interest’s differentiation, there are many problems in the protection, utilization and management of scenic area: redundant construction, bad competition, failure of effective integration of scenic resources in deferent administrative region, and so on. Hence there is an urgent need for a higher level and broader vision of planning which can coordinate and integrate a certain regional scenic area. And then the provincial Scenic Area Planning system came into being. Since 2001, some province owned a large number of scenic resources, such as Guizhou Province and Fujian Province, took the lead in conducting the provincial Scenic Area Planning system. Up to now, four provinces Scenic Area planning have been validated and announced to public. Several other provinces have completed or under preparation process.Based on the analysis of former products, this paper discussed the feasibility, necessity, limitations, essential features and elevation of the effectiveness of the planning and made analysis of the theories and the new technology applicability in the provincial Scenic Area Planning system which had been proven effective. Combined with the analysis of the Planning examples, the article also make a detailed explanation of the main problems needed to be solved and main contents in provincial scenic areas system planning.The paper focused on the following issues:1 .the role, necessity and feasibility of essential features, limitations of Provincial Scenic Area planning and their solutions, legal status of the identification, evaluation criteria, and the establishment of procedures to enhance the scientific planning and effectiveness.2. Evaluation of scenic resources, regional assessment of the conditions of development, scenic spots system construction, external support system with the relevant planning and coordination in provincial Scenic Area plans.3. Use the maturer relevant planning experiences as references to explore the theory and technology of the new provincial Scenic Area planning system.4.
