中国农业科学数据资源建设研究

【摘要】 科学数据资源是科学数据共享的物质基础;农业科学数据资源建设是农业科学数据中心建设的核心内容。国家科技部2001年启动的“科学数据共享工程”,其实质是在具备网络化共享基础设施条件和选定政策取向的基础上,开始的一项大规模的科学数据资源建设工程。本项研究是科技部“科学数据共享工程”中“农业科学数据中心建设(试点)”项目的一个研究专题。研究目的是根据农业科学数据共享的需要,针对我国农业科学数据资源目前存在的问题,借鉴有关信息资源建设和信息资源管理方面的理论思想,为我国农业科学数据资源建设提供一个具有可操作性的框架思路。研究对国内外科学数据共享实践、科学数据资源建设的基本原理;农业科学数据资源建设的任务框架、微观整序方法、宏观整合策略,以及科学数据资源建设的公共政策问题等内容进行了比较系统的分析讨论;在界定农业科学数据资源建设基础概念的基础上,重点对农业科学数据资源建设的分类与整合两个方面进行了创新性探索:1.给出了基于网络的农业科学数据资源建设的基础概念和基本内涵基于网络的农业科学数据资源建设是指:根据农业科学数据共享的需求,通过微观分类组织和宏观整合集成,形成数字化、标准化、规范化、网络化的物理上适度分布、逻辑上高度统一的农业科学数据资源系统的整个过程和全部活动。2.提出了“24大类”农业科学数据分类大纲基于等级分类、分面分类、主题划分等分类思想的指导,借鉴现有网络信息分类、农业信息分类、科学数据分类等分类方法的有益做法,结合对现行农业科学数据分类方案特点的分析,提出了包含24大类的农业科学数据分类大纲。大纲体现了充分涵盖原则,合理划分原则,方便归类与方便查检原则,学科集中数据与地域集中数据相结合的原则。3.提出了农业科学数据资源整合的四种基本手段及其运用策略四种基本手段包括:(1)政策整合手段;(2)经济整合手段;(3)技术整合手段;(4)合作整合手段。农业科学数据资源整合策略运用要点:一是构建农业科学数据共享平台,建立农业科学数据中心;二是依据部门管理原则和自然地域原则设立农业科学数据分中心,依据学科管理原则和行政区域原则设立农业科学数据工作站;三是综合运用政策、经济、技术、合作等手段,实现农业科学数据资源的系统布局,以及农业科学数据资源建设的可持续发展。研究紧密结合农业科学数据中心建设的实际需要,形成的一些观点、思路对我国农业科学数据资源建设具有理论上的参考价值和实践上的应用价值。
【Abstract】 Scientific data resources is the basis of scientific data sharing, and the development of agricultural science data resources is the core content for the construction of agricultural science data centre. The scientific data sharing project initiated by the Ministry of Science and Technology in 2001, based on the established network and policies, is one of the mega projects of scientific data resources development.This study is one of the components for the program of agriculture scientific data sharing under the project of scientific data sharing initiated by the Ministry of Science and Technology. The objective of this study is to develop frame ideas for agriculture scientific data resources development as per the requirement of agriculture scientific data sharing and the problems encountered in agriculture science data resources construction, based on the theories of information resources management.In this study, basic principles, frame tasks, micro organization and macro integration of scientific data sharing and agriculture scientific data management, and the policies concerning scientific data resources development were systematically analyzed. Based on the definition of the basic concepts of agriculture scientific data resources construction, classification and integration for agriculture scientific data resources construction were discussed.1. The basic concept of the construction of scientific data resources was definitedBased on the analysis and comparison studies on the theories of information resources management in library sciences and information sciences, and under the internet circumstances, the construction of scientific data resources was definited as the whole process and all activities of the digitalized, standards, network scientific data resources system through micro classification and macro integration as per the need of scientific data sharing.2. An agriculture scientific data classification system with 24 categories was proposedBased on the concepts of classification, faceted classification and division and the experiences from classification of internet information, agriculture information and scientific data, An agriculture scientific data classification system with 24 categories was proposed According to the characteristics of current agriculture scientific data classification.3. Four basic methods and the strategies for the integration of agricultural scientific data resources were developedFour basic methods and the strategies for the integration of agricultural scientific data resources were developed, which include policy integration, economic integration, technical integration and cooperative integration.The key strategy for agricultural scientific data resources integration include:(1) setting up the platform for agricultural scientific data sharing and to establish agriculture scientific data center;(2) setting up agricultural scientific data branch centre according to government administration and the natural geographic location, setting up agricultural scientific data station based on the principle of discipline development and administration district;(3) to realize systematic distribution of agricultural scientific data resources and sustainable development of agricultural scientific data management through integrated policy, economic, technical and cooperative approach.This study targets closely the needs of construction of agricultural scientific data center. The concepts and ideas developed in the study will have a great value both in theory and application of agricultural scientific data resources management.
