我国信用环境优化研究

【摘要】 目前，我国经济活动实践中的信用状态非常严峻，社会信用状况的恶化对经济生活造成了严重影响，正制约着我国经济的持续、稳定和健康发展。因此，信用已成为当前国内各阶层所共同关心的一大热点问题，建立、健全由自然人信用、法人实体信用和政府信用有机组成的国民信用体系的必要性与紧迫性已成为全体国民之共识。给定信用发生的动力机制，特定的信用状态受制于特定的信用环境。本文的研究目的就是力图构建一个信用成长环境分析的理论框架，从而为优化我国信用环境提供研究的基础和帮助。论文首先进行了基础概念的界定与相关理论的考察；其次，运用理论分析方法和简单的数学方法对信用发生的动力基础——信用成长的利益机制进行了深入地剖析，进而提出了信用环境的基本条件与特征：第三，从我国现实情况出发，对于我国信用缺失的表现及危害进行了分析与概括，并运用新制度经济学的方法阐述了信用缺失的一般性和普遍性原因，尤其重点从我国信用成长的背景和环境上寻找和分析了信用缺失的原因；最后，文章指出了信用利益机制的各种保障机制和手段及它们之间作用的互补性与整体性，以构建理论模型的研究方法架构出优化我国信用环境的框架，阐明了优化我国信用环境的总体原则及优先顺序，并提出了具体政策建议。更多还原

【Abstract】 At present, the condition of credit in China is not satisfying, the serious deficiency of creditability is restraining the lasting, steady and healthy development of economy. Therefore, shortage of credit has become a focal problem about which is worried by all people and establishing the social credit system has become the common view in China. Given the motivation mechanism of credit’s growing up, the condition of credit depends on how the environment for it is. The researching purpose of this paper is to construct an analyzing frame of theory about the credit environment. At first, the paper defines the basic concepts and reviews the previous related research. Secondly, the paper analyzes the motivation mechanism of credit’s growing up with theoretical analyzing and the simple mathematics method, and then deduces what requirements the credit environment should meet. Thirdly, the paper summarizes the present situation of our country’s credit deficiency and its harm, and then illustrates the general reason for credit deficiency by new system economics, especially finds out the environmental reason for it. At last, the paper puts forward that the ensuring means for the motivation mechanism of credit should cooperate with each other and builds a framework which can optimize the credit environment in China. The paper also clarifies the general principles and the sequence of priority about the optimizing methods, and then puts forward concrete policies and proposals.更多还原
