【摘要】 自由是人的本质和最终需要,休闲是实现自由的重要方式之一。随着人类社会的发展和进步,休闲消费已经成为测度人民生活质量的重要指标之一。发展休闲产业已经成为国际化的大趋势。根据国际经验,当国民收入达到一定水平时,以旅游业为主导的休闲产业将会开始发展。现阶段我国人均收入已经超过1000美元,人民生活正在由“生存型”向“享受型”和“发展型”转变,以旅游为主导的林业休闲产业成为我国市场前景广阔的新兴产业。发展林业休闲产业对于带动相关产业发展、促进就业、提升人民生活质量、推进经济社会发展以及生态环境建设和改善具有重要作用。在我国政府提出赋予林业三大地位、实现林业由木材生产为主向生态建设为主的转变的形势下,林业休闲产业对于拓展林业发展空间、实现林业战略转变必将起到积极的作用。林业休闲产业是一个新的经济增长点。 基于林业与休闲产业的关联,本文提出林业休闲产业的概念,阐述了林业休闲产业的内涵和特征,借鉴产业经济学、消费经济学、现代休闲学、现代林业等相关理论,对林业休闲产业结构及其成长、产业关联效应、消费需求及消费基本规律进行了探讨,分析了林业休闲产业发展的制约因素,研究了我国林业休闲产业发展的环境支持体系,构建了我国林业休闲产业发展的总体理论框架,提出了我国林业休闲产业发展的总体目标,并在SWOT分析的基础上,确立了林业休闲产业发展的协调型战略,界定了我国林业休闲产业发展的基本原则,设计了我国林业休闲产业发展的基本模式;研究了我国林业休闲产业发展的环境支持体系,阐述了林业休闲产业结构优化的路径,以及把林业休闲产业发展成为优势产业的具体对策建议。 林业休闲产业是以旅游休闲、文化休闲、体育休闲、康体休闲为主导的综合性产业。林业休闲产业以生态和环境的维护与改善为宗旨,具有较强的产业依托性、较强的地理性特征,并体现了产业集群化、融合化、生态化的现代产业发展趋势,以生态和环境的维护与改善为宗旨。 在当前我国经济社会转型以及林业实现战略转变的形势下,加快发展林业休闲产业,对于生态问题、某些社会问题的解决是一个有益的和重要的选择。由于现阶段我国林业休闲产业发展受到经济社会发展水平因素、资源与环境因素、制度因素、林业休闲产业发展其他因素的制约,林业休闲产业发展需要体制环境、生态环境、人文环境以及关联产业的支持。林业休闲产业的结构优化以产业所具有的生态建设功能、社会功能和经济功能为基础,实现产业结构高度化和高效化。发展林业休闲产业要协同发挥政府导向、行业协会、产业自身的作用,促进产业高效运行、有序竞争和可持续发展。本文通过林业休闲产业发展基本规律、休闲产业结构优化的系统研究,力图为我国林业休闲产业发展提供有益的决策参考。更多还原

【Abstract】 Freedom is the essence and ultimate demand of human beings, and the optimal realization of freedom is leisure. With the human society’s development and progress, leisure consumption has become an important indicator to measure the quality of people’s lives. To develop leisure industry has already become a major tendency worldwide.According to international experience, when the average income achieves a certain level, leisure industry, with the leading role played by tourism, would begin to develop. At present, the average per capita income of our country has surpassed $1000 dollars, and the life style is changing from ’survival’ to ’enjoyment’, from ’enjoyment’ to ’development’. The forestry leisure industry, headed by tourism, becomes emerging industry with broad market prospect. The development of forestry leisure industry plays an important role in driving relevant industrial development, promoting employment, raising people’s quality of lives, enhancing the development of economic society as well as improving the ecological environment construction and progress. Under the condition in which the government entrusts the forestry with three statuses and proposes the strategic transformation from timber-based production to eco-based construction, the forestry leisure industry acts as a positive part in exploring forestry development potential and realizing the strategic transformation. Forestry leisure industry becomes a new economic growth point.Based on the connection between forestry and the leisure industry, and referred to Industrial Economics, Consumption Economics, Modern Leisure Study and Forestry, the dissertation presents the concept of forestry leisure industry, illustrates the very meanings and characteristics of the industry, explores its structure with growth, industry correlating effect as well as consumption needs and rules, analyzes the factors restrict the development of it, and proposes the general theoretic framework and the overall goal of China’s forestry leisure industry development. Based on the application of SWOT, the dissertation establishes the harmony strategy, defines the basic principles, designs the basic model and studies the environmental support system, of China’s forestry leisure industry development. The ways to optimize the structure of forestry leisure industry and the countermeasure suggestions to develop the industry into a superiority one are also proposed.Taking the traveling leisure, the cultural leisure, the sports leisure, the health leisure as the leading industries, the forestry leisure industry is a comprehensive industry. It targets the maintenance and improvement of ecology and environment, featured by strong industry dependency and geography, meanwhile reflects modern industrial development tendency of cluster, integration, and ecology.In the situation of economy and society transition as well as the strategic transformation of forestry in our country, it is a beneficial and important choice to speed up the development of forestry leisure industry to solve ecological and social problems. At current stage, constrained by the economic and social development level, the resource and environmental condition, the institutional arrangement and other relevant restrictive factors, the development of forestry leisure industry needs the, support of institutional, ecological, humanistic environment as well as relevant industries. The structural optimization of forestry leisure industry takes the ecological, social and economic functions as the foundation to realize the high upgrade and efficiency of the industrial structure. The development of forestry leisure industry must coordinate the guide of the government, the professional association and the self-functioning of the industry to promote the highly efficient operation, orderly competition and sustainable development. By studying the basic rules of forestry leisure industry development, and the leisure industrial structure systematically, the dissertation tries to propose beneficial decision-making references to the development of forestry leisure industry in our country.更多还原
