【摘要】 人类经济社会发展正在经历着重大转型,科技创新的主导作用日益显著,自然科技资源的拥有、配置和利用方式的优劣,特别是共享程度的高低,日益成为决定国家科技强弱甚至国家兴衰的关键因素之一,而共享机制的建立是提高共享程度的关键。本文分析了我国自然科技资源共享的现状,总结了国外自然科技资源共享的先进经验,并在此基础上确定了我国自然科技资源共享应遵循的七大原则,即合法性原则、国家宏观调控原则、自愿共享原则、服从原则、公益性共享和盈利性共享相结合的原则、共享共赢原则和可操作性原则。本文还建立了自然科技资源共享的共享保障机制,总结出了自然科技资源共享的九种方式,即公益性共享、公益性借用共享、合作研究共享、知识产权性交易共享、资源纯交易性共享、资源租赁性共享、资源交换性共享、收藏地共享和行政许可性共享。根据规范共享活动的需要,本文还给出了进行自然科技资源共享时的共享操作程序。更多还原

【Abstract】 Science and technology innovation has increasingly shown its leading function with a big turn in the economic and social development of mankind society. To significantly own, better configure and equitably use, especially fully share natural science and technology resources is becoming increasingly key factors to influence development of national science and technology or even national overall power, and to establish share mechanism is the key for exaltation of sharing degree. An analysis has been carried out on the current situation of sharing in natural science and technology resources in our country. Meanwhile, a summarization has been had on the good experience of sharing in the resources abroad. These lead to the establishment of seven principles for dealing with the activities of sharing in natural science and technology resources. The principles include legitimacy principle, national macro adjusting and controlling principle, voluntary principle, obedience principle, combined public-and business-share principle, share to win principle and maneuverability principle. A common share-guarantee-mechanism has been also built up so as to promote sharing in natural science and technology resources. Nine kinds of share methods have been summarized through analyzing the practice of resource share in our country, including commonweal share, commonweal lending share, cooperation research share, intellectual property trade share, resources business share, resources tenancy share, resources exchange share, collection place share, and administration permission share. In addition, a share operation procedure has been designed for standardization of resource share activities so as to provide some guarantees of safety and order for the resource share activities.更多还原
