【摘要】 燃料酒精产业是我国正在兴起的一项新兴产业，本文对我国燃料酒精新能源产业的发展模式和政策进行了全面、深入系统的研究，是一项崭新的研究。 首先，本文分析论证了燃料酒精产业的性质，提出了燃料酒精产业是新能源产业、环保产业和幼稚产业；分析了燃料酒精产业对农业的拉动作用和对环保的改良作用，明确了燃料酒精产业的产业地位，分析了中国加入WTO对燃料酒精产业发展的影响，论证了燃料酒精产业的发展前景，得出了对该产业发展规划具有借鉴和启示的结论。 其次，本文重点对燃料酒精产业的发展模式进行详细分析与研究。应用产业组织理论，分析了燃料酒精产业的市场结构和市场行为，提出燃料酒精产业是资金密集型和垄断竞争性的产业，分析了燃料酒精产业链的前向连接和后向连接的形式与特点，对不同连接形式进行了比较，对燃料酒精产业发展的组织模式进行分析研究，提出燃料酒精产业发展的贸工农一体化经营的组织模式，运用层次分析法建立燃料酒精贸工农一体化经营组织形式选择评价模型。根据产业布局理论与原则，分析燃料酒精产业布局的影响因素、原料供应区域分布及产品的销售市场分布特点，应用产销不平衡运输的数学模型，借助计算软件Matlab中的Linprog优化方法，给出燃料酒精产业布局模式定量分析模型，并设计了原料分布图、销售网络图及产业布局图。通过对燃料酒精生产工艺技术及其特点的分析与比较，提出了燃料酒精生产技术工艺的创新途径及产业的“科技链”发展模式。分析了燃料酒精产业投资结构的特点，提出我国燃料酒精产业以石油企业为龙头、酒精企业参与、政府扶持、新建与改扩建相结合的投资组合模式。分析燃料酒精产业的发展规模和企业的经济规模，并结合吉林燃料酒精项目，对燃料酒精产业投资的经济效益和社会效益进行了分析和实证研究，得出燃料酒精产业发展在效益上可行性的结论。 最后，本文对国外燃料酒精产业发展政策进行了系统的研究，结合我国国情，提出我国发展燃料酒精产业的组织政策、布局政策、技术发展政策、财税政策及相关立法，对我国制定燃料酒精产业发展相关的政策法规与对策具有重要的指导意义。更多还原

【Abstract】 Fuel alcohol industry is a new industry in our country. This paper carries out all further systematic research on the development model and the policy of the fuel alcohol new energy industry in our country, is a new research.First of all, this paper analyzes and proves the nature of alcohol fuel industry, and proposes that the fuel alcohol industry is a new energy industry and environmental protection industry; analyzing the pulling function of the fuel alcohol industry on agriculture and the improvement function on environmental protection, ascertaining the status of the fuel alcohol industry, proving the development prospect of the fuel alcohol industry after our country going into WTO. obtaining conclusion that has revelation at development of this industry.Secondly, this paper uses industry economy and relevant economic theory to analyze and study in detail the development model of the fuel alcohol industry especially. Using industrial organization theory, this paper analyzes the market structure and the market behavior of the alcohol fuel industry, and proposes that the fuel alcohol industry is capital intensive and monopolizing competitive industry, and analyzes the form and the characteristic of the forward connection and the backward connection of the fuel alcohol industry chain, then compares different connection forms. This paper analyzes and studies the organization mode of the fuel alcohol industry development, puts forward an organizing pattern of vertical coordination of the fuel alcohol industry, founds evaluate model of organizing pattern of vertical coordination of the fuel alcohol industry by hierarchy analysis. According to the industry overall arrangement theory and principle, this paper analyzes factors influencing the overall arrangement of the fuel alcohol industry, the distribution of raw material supplying areas and the characteristic of selling market distribution of products, and uses the mathematics model of the uneven production and marketing, in virtue of optimizes function Linprog in computer software Matlab, founds model of quantitative analyze the overall arrangement mode of the fuel alcohol industry, designs raw materials distribution map, selling network chart and industry overall arrangement picture. Through analyzing and comparing the production technology and thecharacteristic of the fuel alcohol, this paper proposes the innovative way of the fuel alcohol production technology and the industry development model of scientific and technological chain". Having analyzed the characteristic of the investment structure of the fuel alcohol industry, this paper puts forward the investment combination mode of the fuel alcohol industry of our country, in which petroleum enterprise acts as the locomotive, alcohol enterprises participate in, the government supports, build and change to extend combines. This paper analyzes the development model of the fuel alcohol industry and the economic scale of enterprises, and combines the fuel alcohol project in Ji Lin, then analyzes and prove the economic benefits and the social benefits, therefore draws the conclusion that the development of the fuel alcohol industry in benefit is feasible.Finally, this paper analyzes the impact that the fuel alcohol industry development encounters after our country going into WTO, studying systematically the development policy of the fuel alcohol industry, this paper combines actual conditions of our country, expound organizing policy, overall arrangement policy, fiscal charges policy and relevant legislation of the fuel alcohol industry development of our country respectively, which will supply some guidance when our country works out some policy legislation and countermeasure related the fuel alcohol industry development.更多还原
