【摘要】 长株潭产业集群创新系统是长株潭区域内基于产业集群的创新网络和机构集合,或者是基于该区域特定产业时空的市场主体关系束,涵盖产业集群内企业创新系统,并成为长株潭区域创新系统的重要组分,以及区域、国家和全球产业链与价值链的一个结点。基于逻辑斯蒂模型(Logistic模型)和演化博弈模型的研究,产业集群创新系统存在演化周期现象,且是一个自组织系统,具有非连续性,遵循社会生态演化机理。长株潭产业集群创新系统要素的最初出现,是在“一五”时期,而长株潭产业集群及其创新的出现,是在产业结构调整中渐渐完成的。在此过程中,产业集群创新主体关系呈现出计划经济时代的全纳型、改革开放初期的交错型和产业集群生长期的链接型三种图景。有多个重大事件对此形成深刻影响。运用结构方程模型的实证分析,资金支撑仍是长株潭产业集群创新的重要问题,创新收益是驱动企业创新进而影响产业集群创新能力的重要因素,且已显现出巨大推动力。长株潭产业集群创新系统呈现出典型的内陆型资源结构特性,同时又隐含中部省份和湘中区域特点。基于数据包络分析,长株潭产业集群创新能力已达到帕累托有效状态,除了个别企业外,三个中心城市、不同行业、不同所有制形式、不同集群类型的企业之间,都没有显著差异。综合效率没有达到帕累托有效状态的少数企业,规模偏小但又相差悬殊,其研发人员占比处于13.64%-24.89%,高于全省平均水平,说明其中存在深层次原因。目前,长株潭产业集群创新系统正面临格局分散、关联不足、产业结构不合理、科研投入较低、人才共享机制缺失、能源匮乏,以及市场竞争能力有限和集群内耗等问题。长株潭产业集群创新系统的完善与创新,需要以科学发展观为指导,遵循整体性原则、动态性原则、开放性原则,通过自主创新、模仿创新与合作创新并用,组织创新、机制创新并举,持续优化系统要件来完成。目前可供选择的主要有集结型优化路径、联盟型优化路径和配置型优化路径,涉及到企业选择、社会选择和政府选择等问题。由于三条路径各有优劣,需要建构一条开放式协同路径,并着重探索形成动力机制、互补机制、共担机制、协作机制和多元化机制。本文主要利用产业经济学、区域经济学、创新经济学、发展经济学、战略管理和博弈论等学科知识与方法,在理论、实证和发展三个板块进行了一系列研究,形成了基本结论,提出了有待进一步研究的若干问题。更多还原

【Abstract】 :The innovative system of industry cluster in the region of Changsha, Zhuzhou and Xiangtan is an innovation network and collection agency based on industry cluster in Changsha, Zhuzhou and Xiangtan, or is a relationship between market subjects based on a specific industry in time and space,containing enterprise’s innovation system in industry cluster, becoming a vital component of innovative system of Changsha, Zhuzhou and Xiangtan and a node of area, country, global industry chain and value chain.Based on the research of Logistic growth model and evolutionary game model,there is an evolutionary cycle phenomenon in the innovative system of industry cluster, which is a discontinuous self-organizing system, following social and ecological evolution mechanism.The first appearance of the innovative system’s elements of industry cluster in Changsha, Zhuzhou and Xiangtan was in the First Five-year Plan period. But the appearance of the innovative system of industry cluster in Changsha, Zhuzhou and Xiangtan was gradually completed in the adjustment of industrial structure.In this process,the innovation main body relations of industry cluster presented three kinds of pictures,which are inclusive type of planned economy era, staggered type of initial stages for reform and opening-up and link type of industry cluster growth period. Multiple important events have great influence on it.Using empirical analysis of structural equation model, the funding support is still an important issue of the innovation of industry cluster in Changsha, Zhuzhou and Xiangtan. The innovation revenue, which has shown great impetus, is an important factor which can drive enterprise innovation and then affect the innovative ability of industry cluster. The innovative system of industry cluster in Changsha, Zhuzhou and Xiangtan presents typical structural characteristics of continental resources and also implies features of provinces in the central region and central Hunan area.Based on data envelopment analysis,the innovation ability of industry cluster in Changsha, Zhuzhou and Xiangtan has already reached Pareto efficiency. There is no significant difference in the three central cities, different industries,different forms of ownership, different types of enterprise cluster in addition to a few companies.A few company’s comprehensive efficiency haven’t reached Pareto efficiency yet. Their scales are small but differ greatly. Their research personnel accounts for13.64%-24.89%,which is higher than the entire province average level. It shows that there are underlying reasons.At present, the innovative system of industry cluster in Changsha, Zhuzhou and Xiangtan is facing problems such as disperse patterns, weak relevance,unreasonable industrial structure, low scientific research input, lack of talent sharing mechanism, lack of energy and limited market competition ability and internal friction of cluster, etc.The improvement and innovation of the innovative system of industry cluster in Changsha, Zhuzhou and Xiangtan needs to follow the guidance of Scientific Outlook on Development, and keeps to the principle of unity, dynamic, openness,using the combination of independent innovation, imitative innovation, cooperative innovation, organizational innovation, mechanism innovation, and continuous optimization of important condition to complete it. Now there are mainly assembled optimized path, affiliate optimized path, configuration optimized path can be selected, involving entrepreneur selection, social selection, and government choices,etc.Because these three paths all have advantages and disadvantages, an open collaborative path is needed to be constructed, and the formation of dynamic mechanism, complementary mechanisms,sharing mechanisms, collaboration mechanism, and diversification mechanism are needed to be explored.The paper mainly using subject knowledge and methods such as industrial economics, regional economics,innovation economics, development economics,strategic management and game theory, making a series of studies of three parts of theory, empirical research study and development, forming the basic conclusion, and putting forward several problems that need further research.更多还原
