【摘要】 城镇化是一个国家或地区现代化水平的重要标志,也是人类走向文明不可逾越的历史阶段。贵州城镇化作为西部城镇化、中国城镇化的重要组成部分,其水平严重滞后于全国平均水平,同时也滞后于其自身的工业化水平和经济发展水平。贵州城镇化发展滞后的问题如果不及时解决,不但会严重影响贵州的经济社会发展,也会严重影响贵州现代化进程,还会严重影响贵州科学发展、后发赶超蓝图的实现。本文以贵州城镇化为研究对象,就是要力图通过多维度地对贵州的历史与现状辩证分析,合理地判断贵州城镇化水平,明确贵州城镇化的发展目标,设计出相对完善的理论,提出有针对性的政策措施,使贵州的城镇化既遵循世界城镇化的一般规律,又结合贵州的地方特色实现又快又好地发展。对贵州城镇化理论与实践进行深入的研究,不仅能丰富马克思城镇化理论,还对研究西部地区其他省市(西部少数民族地区)城镇化发展也具有借鉴意义。正是从这个角度来看,对贵州具有特色的城镇化理论与实践的研究,不仅具有重要的理论意义,也具有重大的实践意义。本文采用抽象与具体相结合的方法、比较与系统的方法、反思与批判的方法和定性分析与定量分析相结合的方法,从辩证唯物主义和历史唯物主义的思想方法出发,深入分析了贵州城镇化面临的问题与机遇,应坚持的原则,应处理的关系,提出了贵州特色的城镇化道路。全文共分10个部分,主要内容如下：第一部分：导论。主要说明研究的缘起和意义,并对国内外关于城镇化的研究进展进行了综述,提出了本文的创新点、研究方法与研究的重点难点以及需要突破的方向与主要目标。第二部分：全面分析了现代化与城镇化的互动关系。这部分是理论基础分析,主要阐述了现代化与城镇化的内涵、特征、发展理论,运用矛盾运动的方法分析了现代化与城镇化的互动关系。第三部分：在第二部分的基础上,分析了城镇化对现代化的作用。首先简要介绍了世界城镇化的发展阶段、发展特点与一般规律,然后从历史角度、从“三农“问题,以及对经济社会发展的推动等方面说明了城镇化是中国现代化、贵州现代化的必由之路。第四部分：贵州城镇化的历史与现实。该部分按照历史唯物主义,从贵州城镇化发展历史与发展现状出发,分析了城镇化发展的总体趋势、城镇化发展地区差异、城乡差距,发现贵州城镇化水平滞后于工业化水平,落后于全国平均水平,城镇化水平低以及城镇化体系不完善等问题。第五部分：贵州城镇化面临的困难。该部分全面分析了当前阶段,造成贵州城镇化发展的困难之处,即由于农业生产条件差和基础设施建设水平低导致城镇化发展的基础较差,由于城镇化根本动力不足-人的素质低、产业转化动力不足、持续动力不足-创新能力弱,由于经济薄弱与地理限制,使得贵州城镇化面临着巨大的困难。第六部分：贵州城镇化面临的机遇。该部分主要分析了贵州具备城镇化加速发展的有利条件,即国家城镇化战略的实施、优惠政策的支持、自身优势的支撑,以及区域合作的深入推动等几个方面。第七部分：贵州城镇化应遵循的指导思想与贯彻的基本原则。该部分认为贵州城镇化应坚持“以人为本”、统筹发展、内涵式发展和可持续发展的科学发展观；坚持工业化、城镇化与农村现代化协调同步发展；坚持以能源资源、文化资源、旅游资源以及农业产品等地方特色。第八部分：贵州城镇化的目标构想。该部分在科学发展观的指导下,构想了经济、社会与生态协调发展的城镇化目标,建立了空间布局与发展战略。第九部分：贵州城镇化要处理好带有全局性的几个关系。该部分运用辩证唯物主义、矛盾运动的方法,分析了几对矛盾关系：(1)城镇化与经济发展的关系；(2)城镇化与社会发展的关系；(3)城镇化与生态保护的关系；(4)城镇化与民族文化的关系；(5)城镇化与工业化的关系；(6)城镇化与农业现代化的关系；(7)城镇化与以人为本的关系。第十部分：贵州城镇化的对策与建议。该部分认为要解决贵州城镇化面临的问题,就应充分考虑贵州面临的困难,发挥贵州的特色优势,通过完善城镇化建设体系,强化产业支撑,提高社会发展水平,实现制度创新,大力推进城镇化进程。更多还原

【Abstract】 Urbanization is the crucial mark to measure the level of modernization of a country or region. It is also a historical period that human being are doomed to experience in the process to civilization. Urbanization of Guizhou is an important part in the urbanization of the West and the urbanization of China. However, the level of urbanization is severly lower than the national average. Meanwhile, it lags behind the level of its own industrialization and the level of economic development. If problem of the lagging of urbanization development of Guizhou is not solved in time, it will seriously hinder the economic and social development, the modernization process, the scientific development and the late-development catching-up blueprint. This thesis takes the urbanization of Guizhou as the object. After analysing its history and present situation, it makes a rational judgement on the level urbanization of Guizhou and enunciates the development goal of urbanization of Guizhou. Besides, it designs a comparatively comprehensive theory and proposes a nichetargeting policy, which makes the urbanization of Guizhou, abiding by the general discipline of world urbanization with the local characteristics of its own, develop better and faster. The in-depth study of the theory and practice of urabanization of Guizhou not only riches the Max’s urbanization theory, but also acts as an reference to the study of other provinces in the west of China, especially the western minority areas. It is right from this angle that the in-depth study of the theory and practice of urabanization of Guizhou is with significant theoretic and practical importance.This thesis adopts the method of abstract and concrete combined,the method of comparison and system,the method of reflection and criticism and the method of qualitative and quantitative analysis. It makes an in-depth analysis on the difficulties and opportunities in the process of urbanization in Guizhou, the principles to be followed and various relationships to be dealt with, from the angle of theories of dialectical materialism and historical materialism.It proposes the road of urbanization with Guizhou characteristics. This thesis has been divided into ten parts, the main content is the following:Chapter One: Introduction. It states the significance of this thesis and makes a literature review of research on urbanization at home and abroad. Then, it puts forward the innovative points, research methods, the key points and main difficulties,and the major objective of this thesis.Chapter Two:This thesis comprehensively analyses the interactive relationship between modernization and urbanization. This part is the analysis of theoretical foundations. It mainly presents the connotation, features, and development theories of modernization and urbanization. And it analyses the interactive relationship between modernization and urbanization by the method of contradiction movement.Chapter Three: Based on Chapter two, it analyses the effect of urbanization on modernization. Firstly, it briefly introduces the developing periods, developing features,and the general rules of world urbanization. Then,it declares urbanization is the inevitable course to realize the modernization of China and modernization of Guizhou, in terms of the historical angle, the problem of agriculture, countryside and farmers, and the economy’s motivation on the development of society.Chapter Four: The History and Reality of Urbanization of Guizhou. This part is the practical research Ⅰ. According to the historical materialism, based on the history and present situation of urbanization development of Guizhou, it analyses the overall trend of urbanization development, the regional disparities of urbanization development and the gap between town and country. It finds out that, in Guizhou, the level of urbanization lags behind the level of industrialization, behind the national average, and that the level of urbanization is low and the system of urbanization is imperfect.Chapter Five:The difficulties in the Urbanization of Guizhou. This part is the practical research Ⅱ. It makes a comprehensive analysis on present situation, and the reasons bringing about the difficulties. It is the poor agricultural production conditions and the level of construction of the infrastructure is low that results in the the poor foundation of the urbanization development.Because of the weakness in the fundamental motive,in the qualifications of people, in the industrial transformation and in the creative ability, the addition to, the weak economy and the geographic limitations, the urbanization of Guizhou are confronted with huge difficulties.Chapter Six: The Opportunities in the Urbanization of Guizhou.This part is the practical researchlll. It mainly analyses that Guizhou is equipped with the beneficial conditions to accelerate the urbanization, which include the implement of the strategies of national urbanization, the support of preferential policies and its own advantages, and the in-depth promotion of regional cooperation.Chapter Seven: The Guiding Ideology and the Fundamental Principle in the Urbanization of Guizhou. This part is the theoretical research Ⅱ. The urbanization of Guizhou should insist on the concept of people-oriented, on the concept of coordinated and intensive development, and on the concept of sustainable scientific development.Chapter Eight:The Objective Construction of Urbanization of Guizhou. This part is the theoretical research Ⅰ.In the guidance of the scientific concept of development,it composes the urbanization objective of coordinated development among the economy, the society, and the ecology, and build the spatial distribution and development strategies.Chapter Nine: The urbanization of Guizhou should deal well with the relationships. This part is the theoretical researchⅢ. By adopting the way of contradiction movement in dialectical materialism, it analyses several contradictory relations:(1)the relation between urbanization and economic development;(2)the relation between urbanization and social development;(3)the relation between urbanization and ecological protection;(4)the relation between urbanizaiton and national culture;(5)the relation between urbanization and industrialization;(6)the relation between urbanization and agricultural modernization;(7)the relation between urbanization and the concept of people-oriented.Chapter Ten: The Countermeasures and Suggestions to Urbanization of Guizhou. This part is the practical researchⅣ. Solving the problems in urbanization of Guizhou should take the difficulties into consideration, develop the characteristic superiority of Guizhou, perfect the construction system of urbanization, strengthen the industrial support, promote the level of social development, realize the innovation of system, and advance the urbanization process.更多还原
