综合改革背景下的研究生思想政治教育研究

【摘要】 从培养机制改革到研究生教育综合改革是高等教育改革向深层次推进的一个重要方面,其核心目的是提高研究生培养质量、培养拔尖创新人才。研究生思想政治教育是研究生教育的重要组成部分,在培养高质量人才中承担着非常重要的责任。在研究生教育综合改革背景下,加强和改进、创新和发展研究生思想政治教育对于深化研究生教育改革、提高研究生培养质量具有非常重要的意义。始于2006年的研究生培养机制改革试点,到2013年正式发展为研究生教育综合改革。改革的主要途径是改革招生选拔制度、创新人才培养模式、健全导师责权机制、改革评价监督机制等。改革的目的是建立研究生培养质量的长效保障机制和内在激励机制,全面提高研究生的培养质量。研究生教育综合改革改革与研究生思想政治教育相关联系,二者都将以人为本作为核心价值,以创新型人才培养为理论支撑,以激励机制构建为主要内容。在研究生教育综合改革中,研究生思想政治教育将创新型人才培养作为其目标和内容的发展趋向,具有导向功能、保证功能、育人功能和开发功能。当前研究生的思想状况主流积极健康,思想逐渐趋于社会化和多元化。但也存在政治意识淡薄、心理问题频发、诚信面临挑战等突出问题。当前研究生学风状况总体良好,研究生面临学业、经济、婚恋、人际关系和就业很大压力。总体上看,研究生思想政治教育在教育理念、体制机制、方式方法、队伍建设等方面还存在很多亟待解决的问题。研究生思想政治教育要服务研究生教育综合改革目的的实现,必须进行创新和发展。理念创新是研究生思想政治教育变革的先导,研究生思想政治教育要树立以人为本理念、立德树人理念、与时俱进理念、讲求实效理念和柔性管理理念。建立和健全研究生的四级管理体制是研究生思想政治教育工作顺利运行的重要保障,学校层面设立机构对究生思想政治教育进行宏观调控与管理;学院负责研究生思想政治教育工作的具体组织实施,学科导师组要结合培养工作,组织和要求研究生导师做好教书育人工作;导师要切实发挥管教管导作用。整合和优化研究生思想政治教育内容是加强和改进研究生思想政治教育工作的必由之路,研究生思想政治教育内容要以理想信念教育内容为核心、以心理健康教育内容为主线、以学术诚信教育内容为重点、以研究生职业价值观教育内容为切入点、以网络思想政治教育内容为阵地。构建一支三位一体的工作队伍是加强和改进研究生思想政治教育的核心要素,导师是研究生思想政治教育工作的首要责任人,研究生辅导员是研究生思想政治教育工作的核心推进人,研究生组织是研究生思想政治教育工作的重要参与者。方法创新是加强和改进研究生思想政治教育的现实,研究生思想政治教育要改革课堂教学、加强学术文化、开展社会实践、重视心理健康和构建完备的资助体系等。载体创新,加强网络思想政治教育是加强和改进研究生思想政治教育的新兴之路。

【Abstract】 It signifies a further step in the reform of higher education from the training mechanism reform to the comprehensive reform of postgraduate education. The main purpose is to improve the quality of postgraduate education and train top-quality creative talents. Ideological and political education of postgraduate students is an important part of postgraduate education in training high-quality personnel to assume a very important responsibility. In the context of the comprehensive reform of postgraduate education, strengthening and improving as well as the innovation and development of the ideological and political education of postgraduates is of great significance to deepen the reform of postgraduate education and improve the quality of postgraduate education.The reform of postgraduate training system, which began in2006, develops into a formal reform of postgraduate education till2013. The main methods of the reform are admissions selection system, innovative talents training model, a sound supervisor responsibilities and rights mechanism, a reform evaluation and supervision mechanism and so on. The purpose of the reform is to establish a long-term guaranteed mechanism and a internal incentive mechanism of the quality of postgraduate education, and improve the quality of postgraduate training comprehensively. The comprehensive education reform is related to the ideological and political education of the postgraduates, which both regard the people-orientation as a core value, the innovative talents training as the theoretical support, and the incentive mechanism as the main content. In the comprehensive reform of postgraduate education, the trend of ideological and political education of postgraduate students targeting at training innovative talents has orientation function, assurance function, education function and development function. The ideological state of current postgraduate students is mainly healthy and positive and gradually becomes socialized and diversified. But there are also some problems as political consciousness, frequent psychological problems and honesty challenges. The overall study condition of current postgraduate students is good. The postgraduate students are under the high pressure of education, economy, love and marriage, interpersonal relationship and employment. On the whole, postgraduate students’ ideological and political education still has many problems to be solved in education idea, system and mechanism, ways and means, team construction, etc.To serve for the purpose of the comprehensive reform of postgraduate education, the ideological and political education of postgraduate students must carry out innovation and development. Ideological innovation is the guidance for the reform of ideological and political education for postgraduate students, which should insist on the principles of people-orientation, focusing on moral integrity, advancing with the times, pragmatic efficiency and flexible management. Establishing and improving a four-level management system is a guarantee for the smooth development of ideological and political education. The abovementioned four-level management system consists of four parts: institutions set up by universities concentrate on macro regulation and management; colleges are responsible for carrying out the specific work related to the ideological and political education; under the tutorial system, postgraduate student tutors should perform their duties which are imparting knowledge and educating people; the direct tutors of the students should pay a close attention to students’ ideological and political status.The only way to strengthen and improve ideological and political education of postgraduates is to integrate and optimize their education content in this respect. It should regard the ideal and belief education as the core, the psychological health education as the main line, the academic integrity as the key point, the postgraduates’ professional value as the entry point and the internet ideological and political education as the field. Building a trinitarian work force is the key element in strengthening and improving post-graduates’ ideological and political education, with mentors being the chief people in charge, post-graduates’ counselors being the key propellers and graduates being the main participants. Method renovation is the key in strengthening and improving post-graduates’ ideological and political education, which requires us to reform class teaching, improve academic culture, launch social practice, put emphasize on psychological health and build a comprehensive subsidization system. Carrier innovation and the strengthening of Internet ideological and political education is an emerging and promising way in strengthening and improving post-graduates’ ideological and political education.
