公共服务购买中的政府与社会组织互动关系研究
The Research of the Interactive Relationship between Government and Social Organizations on Purchase Public Service

【摘要】 进入二十一世纪以来,国内改革的重心出现了从经济领域到政治领域、社会领域的转移。一方面政府提出职能转移,创新社会管理体系的口号;另一方面社会组织大量产生,服务的领域和内容越来越广泛。在此现实背景下,地方政府开始探索公共服务体制改革,购买服务就是其中最主要的实践之一。作为一种新理念、机制和方法,理论研究迫在眉睫,其中政府与社会组织互动关系的建构过程、因素、特征与影响,也就成为了本文的研究主题。本文在分析了以往政府与社会组织关系研究中的宏观结构、中观组织和微观行动三种主要研究范式优劣势的基础上,采用中观组织研究和微观行动分析相结合的方法,发展出“制度逻辑——行动策略”的分析框架,以S市JD区向社会组织购买助残服务为例,考察其中政府与社会组织的关系建构过程。即着重在中观层次和微观层次上揭示政府与社会组织微妙的互动关系及其复杂的因果关系。本文将政府与社会组织都看成是理性的法人行动者,从委托人和代理人的角度,分别会形成各自公共利益和自身利益。由于公共利益和多重自身利益的存在,公共服务和自身发展的双重制度逻辑得以形成,也正是在多重制度逻辑的驱使下,政府会有选择性支持和隐性化控制等行动策略的产生,社会组织也会在实践中演绎出依赖、遵从在先,拓展再后的行动策略。同时我们发现不仅行动者内部的制度逻辑和行动策略相互生成,相互型构,而且行动者之间也是如此。另外,双方对自身权力和能力的追求也是其制度逻辑和行动策略形成的重要相关因素。本文进而还从政府与社会组织关系建构的基础、特征上分析出双方的关系是一种策略性建构而非制度化建设,因而是较为脆弱易变动的。同时还指出政府购买服务在现阶段并没有形成平等的合作伙伴关系,而是非对称性的依赖关系。政府转移的只是公共服务的职能,而不是权力,甚至还有可能会加剧权力的进一步渗透。社会组织提高的也只是公共服务的能力,权力仍然微弱。
【Abstract】 Since the beginning of the twenty-first century, the Chinese reform hastransferred the emphasis from the economic sphere to the political and social sphere.On the one hand, the government puts forward a slogan that its functions should betransformed and a new social management system should be innovated; on the otherhand, a large number of social organizations appear and provide various publicservices in all kinds of fields. In the context of reality, some local governmentsbegan to explore the public service reform, and purchase services became one of themost important type of this explore. As a new concept, mechanism and method,theoretical research force is desired. What the relationship between the governmentand the social organizations is, how it becomes and what infection will take place, allof these have became the topics of this research.This paper analyzed the advantages and disadvantages of the three maintheories in the field of the relationship research between government and socialorganizations, including macro-structure, meso-organization and micro-actionresearch. And an “institution logic-action strategy” analysis framework wasdeveloped basing on the combination of Meso-organization and micro-actionanalysis methods. It investigated the construction process of the relationship, takingthe purchase of disabled service in JD district of Shanghai as a case, and alsoexplained the reason of construction both from meso and micro levels.As rational corporate actors, government and social organizations with their ownprincipals and agents would form their public interest and self-interest respectively.Then, their public interest and self-interest would produce multiple institutional logicsincluding public services and their own developments. With their multipleinstitutional logics, the government would take the action strategies of selectivesupport and stealth control, and the social organizations would behave such actionstrategies, where dependence and complying with the government at the first and expanding themselves at the last. It was found that the institution structure and actionstrategies were generated and structured mutually not only inside the actor, but alsobetween the actors, and the pursuing of their power and capabilities was also theimportant factor.Furthermore, this paper analyzed the construction process of the relationshipbetween government and social organizations from its base and characters and got theconclusion that the relationship was not an institutional construction but a strategicchoice which was relatively flimsy and variable. It also pointed out that therelationship between government and social organizations in present purchase was notthe equal cooperation relation, but unsymmetrical dependence relation. The purchasehad transferred not the power of the government, but its capabilities of the publicservice, in which the power penetration of government could even be enhanced. At thesame time, social organizations had only raised their capabilities of public service,their power was still weak.
