安全管理的经济激励方法筛选与评估研究

【摘要】 经济激励是创造安全效益的重要方法之一。本论文主要采用文献检索、理论分析和现场调研相结合的研究方法,对现有的安全管理的经济激励方法进行研究分析,从中筛选出具有进一步研究价值的方法,对所筛选出的方法的理论基础、作用原理、运行过程进行研究,对其所产生的安全管理效果进行评估,对其存在的问题进行分析,给出解决的方法,并对方法的可持续性及实用性进行研究。对我国煤炭生产企业现有的安全管理的经济激励方法进行分析后,根据正向激励与负向激励原理,基于方法自身因素与社会因素,研究得出“双基”考核、“安全伙伴”、“安全股票”与“隐患买卖”四种安全管理的经济激励方法具有进一步科学研究与评估的价值。
【Abstract】 Economic incentive is one of the important methods to create security benefit. The main contents of the current security economics for the losses caused by the accident as well as the relationship of the input and output of enterprise security, and the practical application of specific research was paid less attention, lack of relevance. To solve this problem, the paper mainly uses a combination methods of literature search, theoretical analysis and site investigation, research and analysis the existing economic incentives methods of safety management, to screen out the the method with further research value, and research the theoretical basis, action principle, operation process of the screened methods, to assess its safety managementeffect, analyse its problems, give a solution and research its sustainability and practicality. By analyzing China’s coal production enterprises existing economic incentives methods of safety management, based on positive incentives and negative incentives principle, and itself factors and social factors of the method, obtain that the "double-base" assessment,"safety partners","safety stock" and "hidden trouble trade" economic incentives methods of safety management have the value for further scientific research and assessment.
