辽宁省人力资源与区域经济发展协调性研究

【摘要】 世界经济的发展证明,人力资源已成为国家、区域或企业组织创造价值的“第一资源”,也是国家及区域竞争力的主要贡献者。在我国要求转变经济发展方式的背景下,人力资源与区域经济发展之间是否具有协调性是判断一个区域能否实现可持续发展的重要方面,而对两者协调性进行评价是人力资源与区域经济关系研究进入实践层面的重要环节。论文在梳理国内外人力资源及区域经济发展相关理论和研究现状的基础上,运用人力资源对经济发展的贡献模型,探讨了二者的协调机制。提出人力资源是实现区域经济持续发展的主要动力之一,是区域产业发展及优化的关键因素。同时,区域经济发展为人力资源的开发提供支撑并影响其开发方向与需求结构。依据科学性、相关性、广泛性、区域间的可比性、数据的可获得性等基本原则,对人力资源及区域经济要素进行筛选。建立了涵盖两大子系统(人力资源系统和区域经济发展系统)、四大功能模块(规模指标模块、结构指标模块、价值实现指标模块、发展潜力指标模块)、42个具体指标的评价指标体系。评价以源于各级统计年鉴及权威部门发布的统计数据为基础,运用统计分析软件SPSS中的主成分分析模块进行数据信息提取,获得人力资源综合指数和区域经济发展指数,运用回归分析模块对所取得的指数进行回归拟合、运用所建立的数学模型估算两大指数之间的协调关系。基于空间视角的研究表明,辽宁省人力资源综合指数和区域经济发展指数都表现出较强的空间分异。整体呈现出以大连、沈阳两座大型城市为核心的大都市区,具有较高的指数,辽中南地区各市的指数相对居中,而辽西北地区各市的指数则普遍较低。同时,对二指数的相关分析反映出辽宁省各地区的人力资源水平与区域经济发展水平之间具有显著地相关。基于时间维度的研究显示,2000年—2010年,辽宁省的人力资源与区域经济发展两大系统的协调性总体良好,除个别年份为基本协调和较协调外,其余年份都达到了协调的水平。运用差值法与运用距离协调度法进行分析所得的结论基本一致,反映出协调性逐渐提高的总体趋势。
【Abstract】 Development of world economy proved that human resources has become the primary resource for a nation, a region or corporate organizations to create value, and it is also a major contributor to international and regional competitiveness. In the context of China calls for the transformation of economic development, coordination between human resources and regional economic development is an important aspect to determine whether a region can achieve sustainable development. And same time, to evaluate the coordination between the two is an important part for the research of human resources and regional economic relations develop into the practical level.This paper is developed on the basis of the domestic and international theory and research about human resources and regional economic development. Using the model of human resources’contribution to economic development to investigate their coordination mechanisms, we found that human resources is one of the main driving force of regional economic sustainable development, and is also a key factor of regional industrial development and optimization. At the same time, regional economic development provides support for the development of human resources and affects its development direction and the structure of demand.Based on the basic principles of scientific, relevant, broad, inter-regional comparability and data availability, we filtered the human resources and regional economic factors, and built the evaluation index system which covers two major subsystems (human resource systems and regional economic development system), owes four major functional blocks (size indicator module, the module of the structural indicators, the value of indicator module, the development of potential indicators module), and includes42specific indicators.Based on statistics from the Statistical Yearbook and released by the authority of the department, using principal component analysis modules of statistical analysis software SPSS for data extraction, to obtain comprehensive index of human resources and regional economic development index. Then, using regression analysis module to regress the obtained index. At last, the use of the mathematical model to estimate the coordination between the two indices.Studies based on space perspective have shown that, Liaoning Province composite index of human resources and regional economic development index showed strong spatial variation. Dalian and Shenyang, two large cities as the core of the metropolitan area showed a higher index, the index of Liaoning Central and South region is relatively middle, and the index of northwestern Liaoning is generally low.Study based on the time dimension shows that, coordination of human resources and regional economic development of Liaoning Province is generally good in2000-2010, except the individual years, the two systems is as the basic coordination and coordination, and the remaining years, they reached the coordinated level. The conclusions are basically the same for using the difference method and using distance coordination degree method to analyze, reflecting the overall trend of a gradual increase in coordination.
