快速发展时期的大城市中心城区更新规划研究

【摘要】 我国经济发展方式转型、产业结构调整、以及城市化进程的加快将极大的推进城市更新的发展。目前,大城市中心城区更新研究多以局部地段为主,缺乏宏观的规划指导,旧城改造中尚存一些盲目性和随意性的建设行为。本文通过宏观层面的城市更新专项规划的编制与运行研究,试图为中心城区更新与再开发提供依据。本文首先分析大城市中心城区空间形态的主要特征和快速发展时期的现实背景,总结快速发展时期城市空间的面临问题和可持续发展的模式,形成本文的主要理论基础。其次,理论分析的基础上,通过经济、社会和空间形态三个方面研究城市更新在我国城市空间发展中产生的重要影响,并结合天津市中心城区的具体实践提出了提升现代服务业、改善中低收入者居住环境、塑造城市现代文化的更新导向,以及综合式、渐进式、递增式的更新方式。再次,以天津市中心城区为例,通过分析城市交通发展对城市更新的促进作用,提出城市更新与交通系统的协调发展方法。同时,针对当前风貌保护区在城市更新中所面临的主要矛盾和发展机遇进行分析,提出中心城区城市更新与风貌保护区保护的协调机制以及风貌保护区更新与再开发方法。最后,在研究城市更新导向和方式、交通系统更新与完善、风貌保护区更新与再开发基础上,提出大城市中心城区城市更新专项规划的编制方法与和谐的运行组织模式。论文的创新点:1、本文从快速发展时期的现实背景与城市空间可持续发展的角度出发,针对现代城市更新的显著特点,对城市更新与经济、社会和空间形态的发展关系进行分析,提出了经济、社会、空间环境三者相结合的城市更新导向体系,并结合天津城市空间发展战略,进一步提出了天津市中心城区的城市更新导向。2、本文在提出城市更新导向体系的基础上,以有机疏散、精明增长和微循环式更新为理论基础,结合国内外更新实践,进一步提出了大城市中心城区的城市更新方式,即综合式、渐进式和递增式,为城市更新的实施提供了指导。3、本文基于构建和谐社会下的城市更新运行理念,结合更新运行中各方面力的和谐均衡模型,提出了“政府主导——企业推动——公众参与”的公私合作的城市更新运行组织模式,对快速发展时期大城市中心城区城市更新规划如何顺利运行进行了探索。
【Abstract】 In China, transformation of economic development mode, adjustment of industrial structure and the acceleration of urbanization will greatly promote the development of urban renewal. At present, renewal research on central district of urban area focuses on local sections and is deficient in macroscopic planning. Blindness and arbitrary construction behavior still exist during the process of transformation of the old city. Based on the establishment and operation research on the urban renewal in macroscopic level, this paper attempts to offer evidence for urban renewal and redevelopment of central district.Firstly, this paper analyzes the main characteristics and development background for spatial pattern of central district of urban area in the background of rapid development period. Then summarize the problems and the sustainable development mode to form the primary theory foundation.Secondly, on the basis of theoretical analysis, through the following three aspects-economic, social and spatial morphology research on the essential influence of urban renewal in the development of urban spaces, combining the practice of Tianjin city centre, a new research orientation is put forward, which is promoting modern service industry, improving resident condition of people with low incomes and shaping modern culture of urban area.Thirdly, taking Tianjin city center as an example, through the analysis of promoting effect of urban transportation on urban renewal, coordinating development between urban renewal and transportation system is proposed. At the same time, in view of the problems and opportunities of protected areas during urban renewal, approaches are put forward about coordinative mechanism between urban renewal and reservation of protected areas.Finally, based on the research on orientation and methods of urban renewal, updating and perfection of transportation system, renovation and redevelopment of protected areas, The preparing method and operation model of special-purpose land use planning for urban renewal in metropolis is offered. Innovations in this paper:1. From the perspective of realistic background of rapid development and sustainable urban design, combining with the characteristics of urban renewal, analyze the relationship between urban renewal and economic, social and space environment. Meanwhile urban renewal orientation system which contains economic, social and space environment is proposed. Furthermore, combining with the urban space development strategy, renewal orientation of Tianjin central area is put forward.2. Based on the urban renewal orientation system, according to theory on organic evacuation, smart growth and circulation type, combining with the practice in western countries, a new method of urban renewal is put forward, namely comprehensive type, progressive type and incremental type.3. Based on the idea of building the harmonious society, a new organization and operation mode is proposed, namely: government leading-enterprise promoting-public participating, which means public-private partnership mode is created. This paper discusses the renewal operation of metropolis central area during the rapid development period.
