【摘要】 21世纪是海洋的世纪,海洋资源的开发越来越引起世界各国的重视,海洋经济日益成为一个国家或地区发展的重要增长极。发展海洋产业,构建现代产业体系是目前我国重要的国家级战略。把握海洋经济发展新趋向,打造山东半岛蓝色经济区,标志着我国海洋经济发展将实现新的突破,意义重大而深远。蓝色经济区是以临港、涉海、海洋产业发达为特征,以科学开发海洋资源与保护生态环境为导向,以区域优势产业为特色,以经济、文化、社会、生态协调发展为前提,具有较强综合竞争力的经济功能区。在阅读大量国内外文献和对山东半岛蓝色经济区实际情况进行充分调研的基础上,本文主要做了以下几方面的工作:1、对山东半岛蓝色经济区的整体发展进行了研究。以翔实的调研数据为基础充分讨论了山东半岛的发展现状及特点,客观地分析了蓝色经济区域发展的优势与劣势所在,从其功能定位与发展布局出发,探讨了如何以重点区域和重点产业的发展来实现整个半岛经济区域的发展,阐述了实现发展所需要采取的推进措施以及政策支持。2、围绕如何构建半岛蓝色经济统计指标体系和考核评价体系进行了深入研究。在山东半岛蓝色经济区建设过程中,搞好统计和考核评价是一项不可或缺的基础性管理工作,要建立科学的指标体系和完善的考核办法,加强统计工作,以此为基础才能为科学决策和指导工作提供依据。对半岛蓝色经济区指标统计范围进行了界定并设计了统计指标体系;从科学的角度选择了半岛蓝色经济区评价指标体系、提出了综合考核评价方法,并对该评价方法进行了实证分析。3、深入分析了山东半岛蓝色经济区沿海港口的发展问题。沿海港口的发展是蓝色经济区发展的重点所在,在对蓝色经济区沿海港口发展现状进行总结的基础上进行了“十二五”发展的宏观环境分析,并应用线性回归、时间序列法以及组合预测模型三种方法对山东省沿海港口的发展需求进行了预测。4、提出了山东半岛蓝色经济区沿海港口“十二五”发展战略。基于山东半岛蓝色经济区发展形势,提出了山东省沿海港口在“十二五”期间的发展战略总体思路;结合其发展预测提出了实现其发展战略的主要措施。更多还原

【Abstract】 The 21st century is the century of the ocean. The development of Marine resources is attracting more and more worldwide attention and at the same time Marine economy is increasingly becoming an important motive force of a country or a region’s development. At present, our country’s important national strategy is to develop the Marine industry and construct the modern industrial system.Follow the new trend of Marine economic development and develop the Blue Economic Zone of Shandong Peninsula, indicating that China’s ocean economic development will achieved a significant and profound new breakthrough.Blue economic zone is characterized by developed ports, Marine, Marine industry and oriented by scientific development of Marine resources and protection of ecological environment. It focus on the regional advantage industry, and takes economic, cultural, social and ecological coordinated development into account. Bule economic zone is an economic functional area with strong comprehensive competitiveness.Based on abundance of domestic and foreign literatures, as well as the full investigation of real situation of Blue Economic Zone of Shandong Peninsula. this paper mainly do the following tasks:1. The overall development of Blue Economic Zone of Shandong Peninsula is studied, based on abundant research, the development status and features of shandong peninsula is discussed. It proposed the advantages and disadvantages of the Blue Economic Zone development with objective analysis. From the function orientation and development layout, it discusses how to realize the development of the whole peninsula regional economic through the key areas and key industrial development. This paper expounds the push measures and the policy support to realize the development.2. This paper studies on how to establish the statistical index system and evaluation system of peninsula blue economic in depth. It’s an indispensable basic management work to improve statistics and evaluation in the construction of Blue Economic Zone of Shandong Peninsula. There need to establish scientific index system and the consummation examination method and strengthen the statistical work, based on the above, it can provide a basis for scientific decision and guiding the work.. It defined the indicators statistical scope for peninsula blue economic zone and designed a statistic index system. From the scientific point it chooses evaluation index system for peninsula blue economic zone, puts forward the comprehensive evaluation method, and carries out empirical analysis for the evaluation method.3. This paper analyzed the development of Blue Economic Zone of Shandong Peninsula in depth. The key point is to develop the coastal ports there, based on the summary of present situation, it brings out the macro environment analysis of the National Twelfth Five-Year, and the coastal ports development demand is forecasted by linear regression, time sequence and combination forecast mode.4. It proposed the coastal port development strategy of Blue Economic Zone of Shandong Peninsula. Based on the development situation of Blue Economic Zone of Shandong Peninsula, this paper comes out with the general idea of the development strategy and the main measures to realize it according to the development forecasting.更多还原
