绿色建筑开发管理研究

【摘要】 实施绿色建筑是彻底改善我国人居环境、降低建筑能耗、解决能源问题的根本途径。本文运用工程管理和系统分析方法,对绿色建筑开发管理进行了开创性研究,提出绿色建筑开发管理模式、工程设计评价和施工管理方法、基于政府激励的绿色建筑融资模式,并用于某绿色建筑开发管理分析中去。1.绿色建筑开发涉及政府、开发商以及消费者之间的多重关系。政府通过制定相关的政策法规来规范开发商的行为,不断推动绿色建筑开发活动的进行,而市场则通过消费者的购买意愿以及需求情况,激励和拉动绿色建筑开发活动。通过对政府、开发商的博弈分析,得出绿色建筑开发管理机制,应从建立完善的激励与惩罚财政政策体系、完善与绿色建筑相关的税收体系、完善绿色建筑标识体系、健全绿色建筑服务等入手。2.绿色建筑设计质量包括设计的技术、经济及服务工作质量。绿色建筑评价指标体系内容包括节能能源、节约资源、回归自然、舒适和健康的生活环境。提出的绿色建筑设计评价指标体系、各评价指标的综合权重,可确定绿色建筑设计方案的等级。3.从绿色建筑具有正的外部经济性出发,提出基于政府激励的绿色建筑开发融资模式,指出政府应该通过财税等激励政策提高开发商的内生生产能力,以使其在同等条件下能有更好的社会产出。政府应更强调绿色建筑开发商的社会责任,提高政府政绩考核中对绿色建筑开发社会效益的权重;应尽量消除影响企业社会产出的外部不确定因素,给绿色建筑开发商的社会产出提供好的配套服务。4.在绿色建筑承包商不完全信息静态博弈分析中,提出绿色建筑承包商选择机制。从组织管理、规划管理和人员安全与健康管理三个方面探讨了绿色施工管理的内涵。绿色建筑要做到节能、节水、节材、环保等绿色要求,对监理和承包商提出了更高的要求。结合绿色建筑施工特点,提出在施工准备、施工和竣工验收中监理质量控制方法。5.用上述理论对某绿色建筑开发项目的设计、融资、施工管理及其经济性进行了归纳和总结,验证了理论的可操作性。

【Abstract】 Green building is a fundamental approach which can thoroughly improve the living environments, reduce the building energy consumption,and solve the energy problem in our country. Using the methods of engineering management and systematic analysis,this paper is a pioneering study on the development and management of green building. The model of development and management of green building, the design, the construction design evaluation and construction management method, the financing model based on the governmental encouragement were put forward, and then were used in the development and management analysis of a green building.1. The development of green building involves the multi-relationship among the government,property developers and consumers. The government rationalizes the actions of the developers by formulating relevant policies and regulations, steadily promoting the actions of the development of green building. Whereas, market encourages and push the actions of the development of green building by the purchasing needs of the consumers and the demand condition. By the analysis of the relationship between government and developers, this paper reaches a conclusion that the development and management mechanism of green building should start with establishing complete incentive and punishment finance policy system,improving the tax system related to the green building, improving the identification system of green building and improving the service mechanism of green building.2. The design quality of green building consists of the design techniques, economy and service quality. The evaluation criteria system for green building includes energy conservation, resource conservation, returning to nature, comfortable and healthy living environment. The produced design and evaluation criteria system of green building and the overall weighting of each evaluation criteria can determine the grading of the design scheme of green building.3. Based on the characteristics of positive external economics in green building,this paper puts forward the financing model for green building based on the incentive of the government, indicating that government should improve the endogenous production capacity of developers through the inventive policies of tax system in order to get better society output on an equal footing. Government should emphasize on social responsibility of green building developers, improve work performance in the weight of social benefits in developing green building. Government should eliminate external uncertain factors which affect the society output for companies as far as possible,and increase good supporting service for the society output of green building developers in order to ensure better corresponding society output.4. From the static weighting analysis of incomplete information of contractors of Green building, the selective mechanism was put forward. The green construction management was discussed from the following aspects: organizing management, planning management, safety and health management of personnel. Green building should meet the requirements of energy saving, water saving, materials saving and environment protection, which lays higher requirements for supervisors and contractors. In consideration of the characteristics of the construction of green building,supervising quality control methods were produced in the process of construction preparation, construction and after construction quality check.5. Based on the above-mentioned theory, this paper explores and summarizes a sample green building in terms of design, financing, construction management and its economy quality. And the relevant theory was validated.
