大型体育赛事人力资源管理理论与实务研究

【摘要】 随着我国大型体育赛事蓬勃发展,赛事管理体制不断深化改革,体育赛事人力资源管理面临着科学化、系统化的挑战。学者们对体育赛事管理理论进行了大量探索性的研究,反映出了体育赛事管理基础理论的建立和发展。然而,绝大多数的研究却忽略了对体育赛事人力资源管理问题的探讨,有限的基础理论研究整体的理论深度有待提高,系统的理论框架尚不明晰。分散的实践研究大多限于对经验的归纳和总结,而运用科学方法加以处理的尚不多见。因此,研究探讨大型体育赛事人力资源管理具有重要的理论和现实意义。本文从我国大型体育赛事人力资源管理的实践出发,依据我国的基本国情和体育管理体制,以管理学、体育学、社会学、系统科学等理论为指导,运用文献资料、专家访谈、系统分析、层次分析等研究方法,以大型体育赛事组织委员会和赛会志愿者为主要研究对象,基于管理职能与方法的视角,对我国大型体育赛事人力资源管理进行深入研究。在理论研究方面,提出了体育赛事人力资源管理的基本含义,揭示了大型体育赛事人力资源管理的基本特征。探寻了体育赛事人力资源管理的内在规律,划分了组织结构的基本形式。以典型赛事为主线,通过对标志性赛事事件的历史追溯,将体育赛事人力资源管理划分为萌芽阶段、成长阶段、创立与发展阶段。论述了体育赛事人力资源管理市场开发、法治管理、社会参与和营销管理的基本理念,探讨了体育赛事人力资源管理体制、管理理念、管理机制和管理方法的创新与变革。通过体育赛事与企业和政府等人力资源管理的比较分析,梳理出体育赛事人力资源管理特有的管理职能,建立赛事人力资源管理的职能体系。初步构建了体育赛事人力资源管理的基本理论框架。在体育赛事人力资源管理实务方面,通过体育赛事与企业、政府人力资源管理的对比分析,厘清了管理中的共同性与特殊性,结合赛事人力资源管理的基本特征,具体阐述了体育赛事人力资源管理主要环节的理论依据和操作方法,其中包括工作分析、规划制定、招聘录用、人员培训、绩效管理、转移遣散等,使之形成一整套便于指导赛事实践的方法体系。针对体育赛事人力资源管理各个环节中存在的现实问题,根据人力资源管理理论、方法和发展趋势,提出了解决问题的对策建议。

【Abstract】 With the vigorous development of China’s major sports events, the reform of event management system deepen continuously, human resource management of sporting events facing scientific and systematic challenges. Scholars made a large number of exploratory on sport event management theory, reflecting the basic theory’s establishment and development of sport event management However, most studies neglected the human resources of sports management, limited basic research needs to be improved overall theoretical depth, the theoretical framework of the system is not yet clear. Scattered practice was limited mostly by the experience and summarized, and the usage of scientific methods is rare to see. Therefore, the study on human resource management of major sports events is theoretical and of practical significance.This paper starts with the practice of human resource management of major sports events in China, based on China’s national conditions and the sports management system .The research is guided with management、sports science、sociology、the theory of systematic science, uses study methods, such as literature、expert interviews、system analysis、level of analysis and so on. We take great sporting events and the Games Organizing Committee volunteers as research subjects. This paper is based on the perspective of management functions and methods, and gives a depth study of human resource management of major sports events in China.In terms of theoretical study, it puts forward the meaning of human resources management in sports event, reveals the basic features of human resources management in large-scale sports events, explores the inherent law of human resources management in sports event and classifies the basic forms of organization structure. With the typical events as the main line, this thesis divides the human resources management in sports event into four phases, namely, emerging, growth, establishment and development, by tracing back to some landmark events in the history. In addition, the thesis illustrates the basic concept of market development, legal management, social participation and marketing management of human resources management in sports events and studies the innovation and reform concerning the management system, ideas, mechanism and methods of human resources management in sports events. Moreover, it analyzes and summarizes the unique management function as well as the function system of human resources management in sports events via comparing and analyzing the human resources management of sports events, enterprises and government. In this way, the thesis establishes the basic preliminary theoretical framework of resources management in sports event.As for the practice of human resources management in sports events, combined with the essential features of human resources management in sports events, the thesis explains the major theoretical basis and operational approaches of resources management in sports event, including the work analysis, plan formulation, recruitment and employment, personnel training, performance management, transfer and diversification, etc., through the comparative analysis of human resources management of sports events, enterprises and government, which is helpful to identify the universality and individuality of management, whereby it tries to form a set of method system effective to guide the practice. In terms of the practice guidance, the thesis proposes some countermeasures and suggestions with regard to the problems existing in different links of human resources management in sports event by referring to the human resources management theory, method and development tendency.
