转型时期俄罗斯利益集团政治参与研究

【摘要】 随着俄罗斯转型时期的利益分化和重组,利益集团的出现是必然的政治现象。分析转型时期俄罗斯利益集团的形成及演变,利益集团政治参与的途径、特征、影响和趋势,得出有益的启示对于转型国家出现的利益集团及其治理具有重要的理论意义和现实价值。正是基于此,本文以转型时期俄罗斯利益集团的政治参与为研究对象。运用马克思主义的观点和方法、政治学、科学社会主义理论、经济学等方法对转型时期俄罗斯利益集团的政治参与进行了系统的研究和探讨。本文包括八大部分。绪论包括选题的理论和现实意义,研究现状述评,研究方法,论文的重要概念界定,论文框架、创新之处和不足。第一章到第六章是本文的主体部分。第一章分析俄罗斯利益集团的历史演变,首先系统探讨俄罗斯利益集团形成的原因。俄罗斯利益集团的形成原因是多方面的,苏联时期的官僚特权阶层是历史根源；俄罗斯转型时期政府的强力推动和政治制度的发展是政治根源；俄罗斯转型时期市场经济导致利益分化是经济原因；转型时期俄罗斯思想文化的多元化是文化根源；俄罗斯转型时期阶级阶层的分化是社会根源。其次认为俄罗斯利益集团形成发展演变有三个历史时期：苏联时期的官僚特权阶层,叶利钦时期的发展壮大和普京梅德韦杰夫时期的转变。指出苏联时期官僚特权阶层的形成发展和蜕变既是苏联解体苏共亡党的根源之一,也是苏联解体后俄罗斯利益集团的雏形。第二章介绍转型时期俄罗斯的主要利益集团。研究俄罗斯转型时期利益集团的政治参与,应当对于转型时期俄罗斯主要的利益集团有一个基本的了解。俄罗斯转型时期大体分为叶利钦时期和普京时期两个阶段。首先对于俄罗斯利益集团的分类进行了阐述。然后介绍了叶利钦时期的以金融工业集团、石油天然气工业集团、军工利益集团、地方利益集团为主要代表的利益集团概况。最后介绍了普京执政后打击寡头干政,原七大寡头为代表的利益集团现状以及俄罗斯新寡头的兴起和强力部门利益集团的出现。第三章分析了俄罗斯转型时期利益集团为了达到和维护自己集团的切身利益,进行政治参与的六个案例。包括俄罗斯金融工业集团的政治参与：1996年俄罗斯总统大选；俄罗斯石油工业集团的政治参与：尤科斯事件的折射；俄罗斯石油工业集团的政治参与：安大输油管线之争的折射；俄罗斯军工利益集团与俄罗斯军火出口；俄罗斯石油工业集团与俄罗斯里海能源政策决策；俄罗斯金融工业集团的政治参与——1997年银行家的战争。第四章俄罗斯利益集团政治参与的剖析。阐述和总结俄罗斯利益集团政治参与的四个主要途径。在对美国和俄罗斯利益集团政治参与比较的过程中提示俄罗斯利益集团政治参与的特征：俄罗斯利益集团政治参与的主体发展不平衡、政治参与的游说对象比较集中、制度供给有限、对社会的负面影响大、自身成熟度低、对寡头政治的治理可谓初见成效。第五章俄罗斯利益集团政治参与和转型时期俄罗斯社会的互动。强调俄罗斯利益集团的政治参与与俄罗斯转型时期的社会环境和制度供给密切相关。俄罗斯转型时期的社会经济、政治和文化为俄罗斯利益集团的政治参与提供了特殊的社会大环境。而利益集团的政治参与对于俄罗斯转型时期的社会打上了深深的印记,对于转型时期俄罗斯社会的经济、政治和文化均产生了积极和消极的深远影响。第六章俄罗斯利益集团政治参与的治理与展望。首先提出了对转型时期俄罗斯利益集团政治参与的治理对策：其次分析俄罗斯利益集团政治参与与俄罗斯政治民主化的互动效应。认为利益集团政治参与是俄罗斯政治民主化中的重要组成部分,对于俄罗斯的政治民主化进程推动作用是有限的。俄罗斯利益集团政治参与的转变和政治民主化进程中的俄罗斯政治制度的发展程度密切相关。应当在俄罗斯政治民主化进程中谨慎的推进和扩大俄罗斯利益集团有序政治参与。最后俄罗斯利益集团政治参与的趋势展望；分析了当前俄罗斯政治民主化存在的问题,指出俄罗斯政治民主化进程任重道远,带有很多的不确定因素,因此在政治民主化进程中使俄罗斯利益集团从寡头政治参与向有序政治参与转变,重视俄罗斯利益集团的政治参与及其治理,是一个长期的重大课题。结束语部分,总体评价俄罗斯转型时期的利益集团政治参与,得出基本的结论,并认为俄罗斯利益集团政治参与及治理对于广大的转型国家而言具有重要的借鉴价值。更多还原

【Abstract】 With the interests’ differentiation and re-mix of Russia’s transition period, the emergence of interest group politics is an inevitable phenomenon. To analyze the problems of the interest groups’ political participation, to reveal the ways, characters, influences, prospects, to propose a solution in Russia’s transition, have a strong practical significance and reference value. So in this paper, the interest groups’ political participation in Russian transition is the object of study.The paper consists of eight sections. The introduction presents the paper’s train of thought and value. It includes the significance of the study, the summary of relatives study and the ways, the important concepts, innovation and inadequate, frameworkof the research.The first chapter to chapter 6 is the main part of this article.The first chapter, Analysis of the interests’ historical evolution. It include the causes of interest groups’ forming in Russia’s social transformation. The formation of interest groups in the evolution of Russia’s have three historical periods:Soviet-era bureaucratic elites, the Yeltsin and Putin-Medvedev’s development and growth during the transformation.Chapter two Introduce the basic conditions of the interests in transition period. It includes the Financial industry group. Oil and Gas industry group, Military interest groups and Local interest group in Yeltsin, and the basic conditions about Putin interests.Chapter three Analysis of the six cases.of interest groups’ political participation, to achieve and maintain their immediate interests, in the transition period.Chapter four A detailed analysis of Russian interest groups’ political participation; It include the typical ways, characters of Russian interest groups’ political participation.Chapter five Analysis of the interest group’s political participation and the social influences.On one side, the interests’ political participation are connected with the transition period of social environment and system.The economy, politics and culture of social transition period restrain the Russian interests’ political participation in order. On the other side,the Russian interest groups’ political participation have a double impact; It include the positive and negative effects. Chapter six The governance and prospects of the Russian interest groups’ political participation;The countermeasures for the interests’ political participation of transition period.
