功能层面的教育信息化评价标准研究

【摘要】 标准的科学制定及合理使用是实践工作顺利开展的重要保障,而开展标准理论研究则是标准制定及实施科学性的前提保证。通过对教育信息化工作的考察,发现该领域内存在着大量的标准及规范性文件,扮演着引领、指导和规范教育信息化建设的重要作用。但是,由于标准理论研究的缺失,导致该类标准文件在规范相应建设实践的同时,自身的建设却并无规则可言,表现出朴素、随意乃至某种程度的混乱。这种现象导致了教育信息化工作长期以来重建设轻应用,因而无法充分发挥其促进教育现代化的作用。本文提出功能标准这一概念,希望通过论证功能标准在规范教育信息化应用方面的价值,引起业界对功能标准思路的关注,从而促进教育信息化工作重点从建设走向应用。本文使用文献研究法,通过借鉴与信息化、评价、标准相关的理论,包括系统评价理论、教育评价理论、信息化评价理论、标准化理论、信息系统理论,完成关于功能标准的学理分析。本文从功能标准思想的产生开始讨论,在对其重要性及价值的论证过程中加深对功能标准的理解,从而形成对功能标准概念、特征等的深入理解。首先,通过对系统评价理论和教育评价理论中标准分类及职责标准的分析,结合教育信息化领域特点,提出功能标准是职责标准在教育信息化领域内的准确描述。然后,根据标准化理论和信息化评价理论分析教育信息化标准系统,指出在标准系统中条件标准、功能标准、绩效标准构成自下而上的层级关系,功能标准处于承上启下的中间层,占据着重要的地位。再通过信息系统理论分析教育信息化工作对标准的动态需求,使得功能标准在现阶段教育信息化工作中存在的价值进一步得到确认。最后,在对功能标准的理解逐步深入后,综合运用多种理论,对功能标准的概念、特征、定位、作用、形式等进行论证。在文章的最后,介绍了一个针对基础教育管理信息化系统的实案,以更加清晰地说明本文思想的生成、发展及落实的过程。通过本文研究,功能标准的概念、特征、定位、作用、形式得到初步确定,功能标准的价值得到确认。

【Abstract】 Scientific establishment and reasonable application of standards are important guarantees for smooth operation, while relevant theoretical research of a standard is the premise to establish and implement the standard. It is founded through survey on education informatization work that there are lots of standards and normative documents playing important roles in leading, guiding and standardizing education informatization construction in this field. However, lack of research on standard results in self-construction no rule at all when these normative documents are standardizing relevant construction practice, and they are plain, random and disordered to some extend. This phenomenon also leads to emphasis on construction but despising application of education informatization for a long term, so it is impossible for education informatization to give full play in promoting education modernization. The concept of functional standard is presented in this article, so the role of education informatization through argumentation of functional standard can be standardized and various fields’ concern on the thought of functional standard can be raised. In this way, the emphasis of education informatization work can be further promoted from on construction to on application.This article is to complete theoretical analysis of functional standard by using documentary study method and borrowing ideas from theories related to infromationization, evaluation and standard, including system evaluation theory, educational evaluation theory, information ization evaluation theory, standardization theory and information system theory.This article starts from discussion on generation of the thought of functional standard to strengthen understanding of functional standard during argumentation process of its importance and value to form profound understanding of its concept and features. Firstly, through analysis on standard classification and responsible standard in system evaluation theory and educational evaluation theory, combined with the characteristics of the education informatization field, the information is presented that functional standard is the accurate description of responsible standard in the education informatization field. Secondly, it is to analyze the education informatization standard system according to standardization theory and informationization" evaluation theory, and to point that conditional standard, functional standard and performance standard form a layer relationship from higher level to lower level in the standard system. Functional standard is in the middle as a link playing an important role. Then, it is to analyze the dynamic needs of education informatization work for standard according to the theory of development rules of information system to enable the existing value of functional standard in education informatization work during the current period to be further confirmed. Thirdly, with gradual profound understanding of functional standard, it is to argue the concept, features, positioning, roles and form of functional standard by comprehensively applying various theories. Finally, a case aiming at basic education management informatization system is introduced in the article to clearly explain the process of generation, development and implementation of the though in this article.Through study of this article, the concept, features, positioning, roles and form of functional standard are preliminary determined and the value of functional standard is confirmed.
