矿区矿地一体化审批与监管模式及其信息系统

【摘要】 本研究在对矿区矿产与土地资源管理内容和进展分析的基础上,总结矿区矿地关系及矿地一体化管理的基础,界定矿区矿地一体化管理的内涵,建立矿地一体化管理模式体系;对矿区行政审批制度进行分析,提出项目审批管理模式,对模式的内容进行深入阐述,通过项目管理的方式实现矿地一体化审批管理;对矿地批后监管制度进行分析,总结矿区监管存在的问题,针对目前的问题提出分级统筹年检模式,对模式的内容进行详细阐述,实现矿地一体化监管:在对项目审批与年检模式理论分析的基础上,对项目审批与年检系统进行概要设计,重点对系统框架结构设计以及空间数据库建设进行深入研究;对项目审批与年检原型系统进行开发和实践,对项目审批管理模式和分级统筹年检模式的核心内容予以展示。

【Abstract】 Based on the analysis of the content and progress of mineral land resources management, this study summarize the basis of integrated management between mining and land and define the content of integrated management of mining and land, as well as establishing of integrated management system. Project approval management model is put forwarded based on the analysis of mine administrative examination and approval system. The content of the model is described deeply, achieving integration of approve management by the way of project management. Mining regulation problems existed are summarized based on the analysis of regulatory system after the approval of mine land. The pattern of overall annual classification is put forwarded according to the current issues, which is described deeply in detail, achieving integration of mining regulation. Project approval and inspection system are designed briefly based on analysis of project approval and theoretical inspection model. This paper focus on the system framework design and has a deeply study of the construction of spatial database. Management of project approval and the core content of the annual inspection classification mode are displayed based on development and practice of project approval and inspection prototype system.
