可持续升级的企业信息化战略研究
Study on Successive and Scalable Enterprise Informationization Strategy

【摘要】 为了适应竞争环境以及企业业务的变化,企业的信息系统需要不断升级满足新的应用需求,目前的信息系统很难支持持续升级。由于升级信息系统成为企业很频繁的需求,如果完全依靠外部力量来升级企业的信息系统,将给企业带来巨大的经济负担,因此,企业需要能够自主升级信息系统。可持续升级的企业信息系统需要满足两方面的条件:一方面,企业信息系统能够满足企业的信息化需要,另一方面,企业信息系统能够具有支持重构的信息系统体系结构以及企业具有实施升级的能力。目前的企业信息化模式很难满足企业建立可持续升级的企业信息系统的需要。为了建立可持续升级的企业信息系统,我们提出了借助咨询公司、监理、信息系统开发商等这些“外脑”的可持续升级的企业信息化战略,该战略通过信息化规划和实施来建设支持重构升级的企业信息系统,同时在该过程中培养企业的信息化能力使企业能够自主升级企业的信息系统。为了更好的对可持续升级的信息化战略进行管理,通过借助平衡记分卡体系的战略管理思想,摒弃通用的财务、客户、内部流程、学习成长四个层面的通用模型,根据企业信息系统需要达到可持续升级的战略目标,从信息系统、信息化规划、项目管理和信息化能力四个层面构建了可持续升级的信息化战略框架以及相应的战略地图,通过对战略地图以及结合当前相关研究现状的分析,从实现能够满足企业当前需要并能够支持重构升级的企业信息系统方面和培养企业的信息化人员的信息化能力两方面提出了需要进一步研究的问题并对以下问题进行了研究:(1)提出了基于角色层次结构的柔性组织结构重构的过程模型,以及建立了企业组织的基本分形元模型,并应用制造型企业发展过程中的多种组织结构对该分形元模型进行了验证。(2)通过设置集权式的信息传递结构,把分形组织结构中的信息传递与角色分形结构中的信息传递统一起来,提出了基于角色的分形组织结构的信息系统体系结构,并对基于该体系结构的系统构建过程与系统重构过程进行了研究。(3)为应对开发商的欺骗问题,提出系统开发商进行选择的过程模型和建立双方长期合作关系的契约安排。(4)建立了可持续升级的信息化战略实施的教练式监理机制,对系统需求目标的监理任务进行了分析,以及对知识转移的内容和方式进行了分析。(5)建立了信息化质量评价指标、功能性评价指标和企业实施信息系统升级能力的评价指标,分析了信息化战略实施结果的综合评价指标体系和可持续升级信息系统能力的评价指标体系。
【Abstract】 Enterprise lack of informationization professional and lack of information system implement experience when enterprise implements information system. Enterprise can not successfully achieve informationization need if enterprise did not rely on outside power. In the other hand, enterprise information system need successively upgrade to meet new applications need with competition environment and enterprise business changing.Therefore, successive and scalable enterprise information system becomes the target of enterprise informationization. Successive and scalable enterprise information system should meet two terms:one is enterprise information system meet enterprise business need, the other is information system has reconfiguring information system architecture and enterprise has capacity of reconfiguring information system. In order to gain the needed information system, we propose a set of enterprise informationization strategy.Firstly, according to utilizing BSC (balance score card) theory framework, we design the strategy model of successive and scalable enterprise informationization. And we describe the informationization strategy utilizing strategy maps.Secondly, according to implement game theory to research the cheat matter in selecting system developer, some measures be proposed to prevent cheat matter. In this paper, a system developer selection process and a long term contract arrangement are put forward to settle the cheat matter.Thirdly, enterprise business process and enterprise structure change trend are researched. Unitizing the concept of role, enterprise structure, function and business process are integrated. According to using fractal theory, the role fractal structure be set up. Based on role fractal structure, the process of establishing changeable enterprise structure is proposed. At last, the fractal pattern of enterprise structure be established and validated.Fourthly, according to prescribing the information transfer is centralized in fractal cell, the role fractal structure is established. Based on role fractal structure, information system structure model be established. At last, we research on the information system establishing process and information system reconfiguring process.Fifthly, in the process of information system implementation the supervising mechanism is focus on the two mission targets. The supervising target of informationization need is researched from the supervising mission of vary implement phase. The supervising target of cultivating the capacity reconfigure enterprise information system is researched from technology transfer in the process of information implementation. Therefore the content and mode of technology transfer are analyzed.Sixthly, according to analyzing mission target, we established the evaluate index system about system quality, function and scalable capacity.
