【摘要】 本文是在我国及内蒙古草原生态环境持续恶化和人们对良好生态环境需求不断增加的背景下,以内蒙古草原生态补偿为研究对象,以生态学、资源与环境学、经济学等相关理论为基础,借鉴国内外的研究成果,提出了政府主导型草原生态补偿机制的理论框架,并对其构成要素进行详细分析,并首次提出各要素的耦合是复合型多层次的草原生态补偿模式。本文利用规范研究和实证研究相结合的方法,遵循先理论研究,后应用研究的思路,提出了政府主导型草原生态补偿机制的理论架构和实践模式。理论研究方面,在梳理和评述草原生态补偿和草原生态补偿机制相关理论的基础上,从理论上对政府主导型草原生态补偿机制的各构成要素进行详细分析,并创新性的提出复合型多层次草原生态补偿实现模式,这一模式包含三个层次：基础补偿层、纵向补偿层和横向补偿层。本文从时间和空间两个角度详细阐述政府主导型草原生态补偿机制对草原生态修复的作用机理。应用研究方面,以内蒙古草原生态退化的现状分析为基础,以内蒙古现有的草原生态补偿存在的问题为导向,分析了内蒙古政府主导型草原生态补偿机制的构成要素,并对草原生态复合型多层次补偿模式在内蒙古的应用进行详细剖析。论文的主要内容包括以下几个方面：一是对草原生态补偿及草原生态补偿机制的理论基础和国内外的生态补偿实践进行梳理和评述。二是分析了政府主导型草原生态补偿机制的构成要素及其组合——复合型多层次草原生态补偿模式。三是从理论上提出了草原生态环境库兹尼茨曲线,并从时间和空间两个角度分析了政府主导型草原生态补偿机制优化草原生态环境库兹尼茨曲线的路径。四是分析了内蒙古草原生态补偿机制的构成要素,利用利益相关方分析法确定了补偿主体和补偿对象。利用草原生态补偿标准的确定理论初步测算出内蒙古草原生态补偿标准,并利用经济学中成本收益模型确定补偿标准的范围,本文还提出,草原生态补偿标准应随着经济社会发展阶段的不同进行动态调整。五是在详细分析内蒙古现有的草原生态补偿存在问题的基础上,提出了内蒙古政府主导型草原生态补偿机制的实践模式——内蒙古草原生态复合型多层次补偿模式。这一模式包含基础补偿层、纵向补偿层和横向补偿层。更多还原

【Abstract】 In this paper, under the background of the continuing ecological environment deterioration of the grassland in our country and Inner Mongolia and the increasing demand for the good ecological environment, the ecological compensation for the Inner Mongolia grassland was choosed as the research object. Taking example by the research results from home and abroad based on the ecology, resource and environment,economics and other correlation theries, we put forward the theoretical framework of government-led grassland ecosystem compensation mechanism and make detailed analysis for its elements. The mode that the coupling of these elements is complex multi-level compensation was proposed. We come up with the theoretical framework and the practice mode of government-led grassland ecosystem compensation mechanism by using the method of combining specification and empirical research, following the idea of theory first and application last. In the aspect of theory, the elements of the government-led grassland ecosystem compensation mechanism were analysed in detail on the basis of the theory in carding and analyzing the review for ecological compensation and ecological compensation mechanism. The implementation model’of complex multi-level compensation for grassland was proposed in a innovative way. The model included three levels:base compensation layer, vertical and horizontal compensation layer. The effect mechanism of government-led grassland ecosystem compensation mechanism for the grassland zoology prothetic was elaborated both from the perspective of time and space on the basis of the theory in carding and analyzing the review for ecological compensation and ecological compensation mechanism. In the aspect of application research, the inscapes of the Inner Mongolia government-led grassland ecosystem compensation mechanism were analysed based on existing condition analysis of the. Inner Mongolia grassland degradation from the problems existing in grassland ecosystem compensation for Inner Mongolia. The application of grassland ecosystem complex multi-level compensation in Inner Mongolia was dissected in detail.This study mainly covers the following aspects:First, the theoretical basis of ecological compensation mechanism and ecological compensation are sort out and commented. Second, the inscapes and combinations of government-led grassland ecosystem compensation mechanism, complex multi-level grassland ecosystem compensation, were analysed. Third, grassland ecological environment Kuznets curve was put forward theoretically, and the prairie grassland ecological compensation mechanism and optimize the path of environmental Kuznets curve are analyzed from the perspective of both time and space. Forth, the inscapes of the Inner Mongolia grassland ecosystem compensation mechanism were anslysed. The compensation body and object were confirmed by Interest Party anslysis methord. The standard of Inner Mongolia grassland ecosystem compensation mechanism was initial estimated using the defined theroy of grassland ecosystem compensation mechanism. Besides, the scope of compensation was determined by using cost-benefit model in economics. The criterion of grassland compensation should be adjusted dynamically as the development of economic and social are also suggested in this paper. Fifth, on the basis of analysing the problems in Inner Mongolia grassland ecosystem compensation mechanism in detail, the practice mode of Inner Mongolia government-led grassland ecosystem compensation mechanism-Inner Mongolia grassland ecosystem complex multi-level compensation was proposed.
