白银公司西北炼锌厂生产安全预警研究
The Research on Production Safety Warning of Northwest Zinc Smelter Factory of Baiyin Nonferrous Metals Company

【摘要】 炼锌企业生产过程中存在着巨大的潜在危险性。危险源没有及时辨识和控制是危害和事故产生的根源。消除炼锌企业生产危害,降低事故发生,需要在辨识生产系统中的安全隐患和薄弱环节的基础上,通过定量的预警分析做出预警。构建企业预警体系消除危险源,做好安全管理,提高安全技术水平,保障生产安全有着非常重要的意义。在分析国内外安全预警理论研究动态的基础上,从生产监测、危险源辨识、危险诊断和安全评价四个方面构建了企业生产安全预警理论框架;阐述了炼锌企业生产过程监测、危险源分布、危险源辨识与诊断和安全评价;分析了企业安全预警流程、预警阈值和安全预警等级,研究设计了企业总体安全状况评价等级表、综合预警指标和安全预警等级对照表。以安全操作规程、设备维护规程和技术操作规程为依据,以系统工程理论为指导,分析了人员、机器、环境和管理四个方面对生产系统安全的不同影响。结合炼锌企业生产过程,将安全预警因素分为人员预警因素、机器预警因素、环境预警因素和管理预警因素,设计了炼锌企业生产安全预警指标体系,并甄选出21个现实可测的指标,应用模糊数学和层次分析法建立了企业安全预警模型。运用安全预警模型,对白银公司西北炼锌厂生产系统中,影响生产安全的人员、机器、环境和管理因素进行了辨识和定量的评价,并进行了安全预警分析和警报处理。对比预警分析与预警等级,白银公司西北炼锌厂生产系统中,人员因素和管理因素没有预警警报,机器因素预警警报为黄色三级,环境因素预警警报为蓝色二级。经综合分析后,西北炼锌厂生产系统安全总体状况为好,预警警报为蓝色三级。从设立预警等级、数据收集到生产危险源辨识和评价,满足炼锌企业生产预警要求。应用到西北炼锌厂,预警分析结果与企业生产安全状况一致,预警模型是切实可行的,其他炼锌企业对照运用,同样起到安全预警的作用。
【Abstract】 Zinc production process is enormous potential dangerous. Exists and produces of hazardswithout timely identification and control are the root causes of hazards and accidents.Elimination of hazard and accidents in the production system of zinc smelter needs to identifypotential safety problems and weaknesses through quantitative analysis of early warningalarm. It is very important that enterprise constructs early warning system to eliminate thepolice sources, to protect the safety of production systems make security warning onproduction safety management.Based on the safety warning theories, the dissertion gives enterprise safety early warningframework from the metallurgical production monitoring, hazard identification, riskassessment of diagnostic and safety assessment. It meets production safety managementdecision-making and operator safety warning requirements through analysizing enterprisesafety early warning process and early warning and safety alert level table, constructingcomprehensive early-warning indicators and the safety warning level table. It is guided withsystems engineering theory to analysis to determine the safety of different levels ofproduction systems and combination of zinc production process in personnel, machinery,environment and equipment four dimensions based on equipment, technology and productionof the safe operation protocols the maintenance procedures protocols and technical operationprotocols. It designs zinc production early warning indicator system and establishes safetyearly warning model with factors including environmental factors, personnel factors,management factors and machine factors, and the selection of the 21 real and measurableindicators, Then through analysis and evaluation the results of the evaluation, control andmake early warning alert level. It identified and evaluation the production safety hazards onpersonnel, machinery, environmental and management factors, applied the fuzzy hierarchical model to the Northwest Smelter factory, carried out early warning analysis and comparison oflevels to make early warning alarm processing. Compare with early warning analysis andearly warning level, personnel and managerial factors without warning alarm, machineelements of early warning alert is yellow third, environmental factors of warning alert for theblue second of the Northwest Smelter factory. Analysis and evaluation of results obtainedNorthwest Smelter production safety situation is good overall conclusion, warning alert forthe blue third .Data collection to production safety hazard identification and evaluation of zinc productionrequirements are met from the establishment of early warning level, early warning analysisand the safety situation in the same production.As an example Northwest Smelter factory inthe application, the release of early warning alert results is consistent with the situation.Result suggests that warning model is feasible to other zinc smelter.
