危险化学品应急救援基地的分布优化研究

【摘要】 危险化学品应急救援基地分布优化的复杂性决定了应急救援基地建设的研究是一项复杂的系统工程,所以科学、合理、有效的应急救援基地建设方法的研究至关重要。本文以研究陕西省危险化学品应急救援基地建设的布局为目的,以陕西省危险化学品生产企业为研究对象,对危险化学品企业应急现状进行研究分析,研究建立危险化学品应急救援基地的选址分布和运用地理信息系统指导应急救援的问题。(1)通过对全省危险化学品企业的统计分析和应急能力的调查研究,对危险化学品生产企业的应急现状进行了分析。(2)研究了危险化学品应急救援基地建设的基础理论和基地建设选址的研究方法;并从应急能力因素、环境因素和经济因素三方面分析应急救援基地建设选址的主要影响因素。(3)以榆林地区为例,运用因素比较法对基地建设选址的各个备选场址进行了定性分析,得出了一个基地选址结果;运用层次分析法建立了层次分析模型,确定评价指标权重,实现各个备选场址的定量计算,得出一个基地选址结果;基于前面的两种方法得出最终结论。(4)根据前面的研究结论,运用CAD二次程序语言Visual LISP研究将信息从CAD转入Google Earth的方法,形成在Google Earth上的危险化学品应急救援基地和危险化学品企业的信息实现,从而达到指导应急救援的作用。本文对危险化学品应急救援基地建设选址和地理信息的研究,可以形成一个应急救援基地建设方案和基于Google Earth的地理信息系统,科学、简单又实用,在应急救援基地建设工作中具有重要的指导意义。

【Abstract】 The complexity of optimizing the distribution of emergency rescue base of hazardouschemicals determines the research on the base construction a complicated system engineering.Therefore, the research on the scientific, reasonable and effective methods of baseconstruction is much essential. Taking the construction layout of emergency rescue base ofhazardous chemicals in Shaanxi Province as its purpose, and the manufacturing enterprises ofhazardous chemicals as its objects, this paper analyzes the present situation of theseenterprises. It studies the location and distribution of the emergency rescue base, and theproblem of using the geographic information system to guide the emergency rescue.(1) By counting and analyzing the manufacturing enterprises of hazardous chemicals inShaanxi Province, surveying and studying their capability of dealing with emergencies, thepaper analyzes the present situation of these enterprises.(2) The paper studies the basic theory of the base construction and the methods of thebase location. Also, from three aspects of emergency response capability, enviroment andeconomy, it analyzes the main factors which affect the base locating(3) Take Yulin area as an example. With the Factor Comparison Method, the paperqualitatively analyzes every reserve location of the base, and then reaches a result of baselocating. With the Analytic Hierarchy Process, the paper builds a level analytical model,confirms the weight of evaluating indicator, achieves the quantitative calculation of everyreserve location, and then reaches a result of base locating. At last, the final conculsion isobtained based on the two methods above.(4) According to the previous research conculsion, the paper uses Visual LISP which isthe quadratic programming language of CAD to study the methods of transferring the information from CAD to Google Earth, and then forms the information of emergency rescuebase of hazardous chemicals and manufacturing enterprises of hazardous chemicals onGoogle Earth. Therefore, the functions of guiding the emergency rescue are achieved.In this paper, the research on the construction, location and geographic information ofemergency rescue base of hazardous chemicals, can form a construction proposal ofemergency rescue base and the geographic information system on Google Earth. Scientific,simple and practical as they are, the proposal and the system will have important guidingsignificance in the construction of emergency rescue base.
