我国高房价问题中的地方政府行为研究

【摘要】 改革开放以来,我国社会经济高速发展,我国人民生活水平普遍提高,在住房方面我们形成了以商品房交易为主的房地产市场,并且日趋完善,这对提高民众生活水平以及促进经济发展起到了重大作用。但随着市场经济和各项改革的深入,房地产市场问题日益暴露出来,高房价问题已经越来越成为困扰我国经济、社会健康发展的重要因素。在当前的市场经济活动中,地方政府、银行、房地产企业和商品房消费者是房地产市场的主要参与者,四者共同影响市场经济的运行和发展,其中以地方政府的作用最为突出,规范地方政府行为是解决当前房地产市场混乱,抑制房价高涨的重要途径。本文以郑州市房价问题为个案研究对象,进而展开对我国高房价问题的探讨,使用了文献研究、系统研究、实证研究等研究方法,使用了政府失灵、市场失灵、寻租理论等理论分析工具,对高房价问题展开研究。文章内容可以分为三部分:第一部分阐述本研究需要明确的基本概念,说明所要研究的问题;第二部分,针对郑州市近几年的商品房价格发展和现状进行个案研究,并分析其问题、原因和不足;第三部分,从规范高房价问题中地方政府行为的角度出发,研究规范和完善地方政府行为的途径。文章可能的创新点包括:把地方政府行为放在房价问题的母系统中进行研究,同时又把地方政府行为作为解决我国当前高房价问题的关键因素,它是母系统中最重要的子系统。

【Abstract】 Since the reform and opening up and the rapid development of China’s socio-economic, the people’s living standards have greatly improved and we have formed the majority of transactions in the real estate market, which is important to promote the development of socio-economic and the living standards of the people。But with the market economy and the deepening of reform, the problem of real estate market is increasingly exposed, the problem of high housing prices in China have been increasingly hinder the development of the socio-economic。The high price of the hourse is becoming an important factor in the healthy development of society。In the economic activities of the current market, local government, banking, real estate companies and commercial housing consumers are key players in the real estate market, the combined effect of the four operation and development of market economy, of which the most prominent role is local government,which regulate local government to address the current housing market turmoil, that is an important way to restrain soaring housing prices. In this paper, the issue price of Zhengzhou City for a case study, and then expand on the issue of China’s high prices, using the literature review, systematic research on empirical research methods, use of government failure, market failure, theory of rent-seeking theory analysis tool, studied the problems of high prices.This thesis can be divided into three parts:The first part sets out the relative and foundational concepts and describe the study subject; the second part, the author analyse the problem,the cause and the defects of the high housing price of the Zhengzhou City,which is a case of study.The third part, the author, in the point of the local government behavior, standardize and improve the local government acts. The innovation of the article may include:local government act on the issue price of home systems research, while local government act again to solve the problem in our country a key factor in high prices, it is the mother of the most important sub-system system.
