土地非农化过程中政府行为研究

【摘要】 土地是一个国家经济发展的重要物质基础,在一个城市化快速发展的地区或者国家,土地问题更为重要。由于土地非农化过程常常伴随着巨大的土地增值空间,倘若其中的利益分配问题解决不好,影响经济的健康持续发展和社会的和谐稳定。当前我国处于城市化快速发展的时期,土地非农化速度非常快,农民利益受到侵害,近几年因土地非农化(土地征用)引发的社会矛盾越来越多,严重影响城市化进程的顺利推进和社会的和谐稳定。许多专家学者开始关注农地制度的完善、土地非农化过程中的利益分配以及土地非农化过程中的政府行为。土地非农化是每个国家城市化过程必然出现的现象,为了解决城市发展用地和农业用地保护之间取得良好的平衡,其他国家积累了许多成功的经验和做法。本文从政府对土地非农化过程的控制行为、政府土地征用行为、政府对土地市场的监管行为以及政府参与非农化土地增值分配的行为等几个方面,介绍美国、日本、台湾、香港等地区的成功经验和做法。本文结构安排为:第一部分,介绍目前专家学者对土地非农化过程中的问题研究现状,是全文研究的出发点;第二部分,介绍土地非农化和政府行为的相关理论,是全文研究的理论基础;第三部分,介绍我国农地制度和土地征用制度的历史变迁,是理解现有土地制度的辅助材料;第四部分,介绍当前土地非农化过程中中国政府行为的现状及问题,是文章的主体部分;第五部分,介绍几个国家或地区的成功经验和做法;第六部分,介绍土地非农化过程中的中国政府行为改进措施。更多还原

【Abstract】 Land is an important material foundation for national economic development. In a rapid urban growth, it is more important. As the process of land conversion is often accompanied by huge land value space, it has great impact on economic development and social harmony and stability, solving the problem of the distribution. At present, China is in a period of rapid urbanization, the speed of land conversion is very fast and due to land conversion (land acquisition), more and more social conflicts happened in recent years, which influence the urbanization process and social harmony. Many experts and scholars began to concern the Perfection of agricultural land, the distribution of benefits in the land conversion process and government performance in the process of conversion.Land conversion is an inevitable phenomenon in the process of urbanization in every country. In order to achieve a good balance between the urban development and the protection of agricultural land, other countries have accumulated many successful experiences and practices. This paper pays close attention to the government control of land conversion, government land expropriation, government regulation of land market behavior and government involvement in non-agricultural land value-added. The countries include the United States, Japan, Taiwan and Hong Kong.The Structure of the paper is: the first part, we will introduce the current research on the process of land conversion problem .It is the starting point of the full text; the second part, we describes the theory of the land conversion and government performance. It is the theoretical basis of the full text; the third part, as the supporting material, we introduce the history of China’s rural land system and land acquisition, in order to understand the current land system; the fourth part, we describes the current process of land conversion in China and the main problem. It is the main part of the paper; the fifth part, we will introduce the experience and practice of several countries or regions; the sixth part, we describes improvement measures of the government performance in the process of land conversion.更多还原
