内蒙古农业产业化发展研究

【摘要】 随着我国社会主义市场经济体制的进一步发展,农牧民的个体分散经营越来越不适应市场激烈竞争的要求,要在这样的环境中,提高内蒙古地区农牧民的收入,改善生活质量就必须实行农业产业化,通过产业化经营组织提高市场竞争力。农业产业化经营是农村改革和发展深化到一定阶段的必然选择。农业产业化经营组织的形成,是在市场经济不断发展、农业商品化和专业化程度不断提高的背景下,农业生产者与其他参与主体追求市场风险回避和节约交易费用的结果。农业产业化具有生产专业化、经营规模化,运作一体化、产品市场化的基本特征,对农牧民增加收入,提高市场竞争力,实现小康目标有着重要的现实意义。农业产业化组织,作为农业产业化的实现形式和资源合理配置的手段,成为农业产业化发展的重要载体。现阶段,内蒙古地区农业产业化虽然取得了很大的发展,但毕竟还是处于起步阶段,农牧民参加农业产业化组织的比重还很低,而且各种类型的农业产业化经营组织并不规范,相应的法规制度还没有得到完善,这就需要我们不断借鉴发达国家和先进农业产业化地区的经验,在实践中不断探索总结,真正找到适合内蒙古地区农业产业化发展的经营组织形式,不断提高内蒙古地区农业产业化的整体水平和规模效益,增加农牧民的收入,改善他们的生活。本文第一章主要介绍了农业产业化的内涵,特征,类型和意义等相关理论,并结合产业组织理论和交易费用理论,指出实行农业产业化是现代农业发展,生产经营效率提升,解决小农户与大市场的矛盾,保证农民收入提高的必然要求。第二章介绍了内蒙古自治区农业产业化的发展现状与存在问题。回顾了内蒙古自治区农业发展的历程,通过分析内蒙古自治区农业产业化发展的现状,找出阻碍其发展的问题,通过历史分析,比较分析和案例分析等方法,提出其发展农业产业化的必要性。第三章根据内蒙古农业产业化发展存在的问题,通过实地调研,提出内蒙古自治区在农业产业化的过程中要进一步发展“企业+专业合作经济组织+农户”发展模式,并提出了加快内蒙古自治区农业产业化发展的政策建议。更多还原
