金华市环境自动监控与信息管理系统设计与实现

【摘要】 近年来,金华市社会经济飞速发展,环境污染与生态破坏事件、突发污染事故也时有发生。因此,为提升现代化环保工作水平,加强污染源监管、应对突发性环境污染事故,切实保障人民群众的健康与生命安全,建立环境自动监控与信息管理系统势在必行。金华市环境自动监控与信息管理系统是针对目前浙江省环境自动监控与信息管理系统中环保专用设备远程管理,企业外网数据查询,PDA无线接入,数据库、WEB服务器当前运行情况的监控,自动远程更新及综合管理等功能不完善而设计建立的一个统一的、强大的可管理、可分析的综合管理信息化平台,它提供了对环境信息及环保专用设备连续、实时、在线的动态监测及多样性的管理分析,实现了环境质量数据自动实时上传、视频叠加、现场及远程监控、数据上传、数据审核、总量计算、统计查询、自动监控、超标报警及故障维护、现场数据采集及处理、反控下位机功能、不同站位数据比较、环保设备远程监管、GPS监控、PDA移动执法管理、系统管理、数据加密及安全认证等功能。本论文正是针对上述问题,在深入分析浙江省环境自动监控与信息管理系统架构设计的基础上,对其功能应用拓展、性能优化完善做了创新性和探索性研究,并设计实现了部分功能和应用。主要内容为:1、研究了目前环境自动监控与信息管理系统建设的背景及研究现状。2、使用浙江省环境自动监控与信息管理系统后,分析系统结构功能现状。3、探究了环境自动监控与信息管理系统建设应用的意义及价值。4、研究了如何优化完善系统结构功能,提出了工作的技术路线和方案。5、根据制定的技术路线和方案,设计实现环境质量在线监控管理模块。6、总结工作,提出改进思路,展望系统建成运行的环境和社会效益。

【Abstract】 In recent years, with the rapid development of social economy of Jinhua city, events of environmental pollution and ecological destruction occur from time to time. In order to control pollution source and respond to sudden pollution accidents more effectively, the establishment of an environment automatic monitoring and information management system is necessary, so as to enhance the government’s management capacity, as well as the modernization of environmental protection.Jinhua environment automatic monitoring and information management system is a comprehensive and powerful informationized platform that is manageable, analyzable and is especially designed for the faults of functions such as automatic long-distance update and comprehensive management in remote management of environmental facilities in Zhejiang environment automatic monitoring and information management system, corporate external network data query, PDA wireless access, monitor of databases and WEB server. It provides a variety of continuous, real-time, online monitoring and dynamic analysis of environmental data and facilities. It also realizes the automatic upload of environmental quality data, video overlay, site and remote monitoring, data upload, data audit, total calculation, statistical queries, automatic monitoring, excess alarm and maintenance, spot data collection and processing, anti-lower position control functions, data comparison of different stations, remote monitoring of environmental facilities, GPS monitoring, PDA mobile law enforcement management, system management, data encryption and security authentication and so on.This thesis conducts an innovative and exploratory research on environment automatic monitoring and information management system of Zhejiang Province. Based on an in-depth analysis of the structure of this system, the author explores its application and the optimization of its performance and further designs and realizes some of the functions and applications. The main contents are as follows:1.Studied the theoretical background and present researches of the construction of environmental automatic monitoring and information management system.2.Studied the system’s structure and functions based on its operation.3.Explored the significance and value of the system’s construction and applications.4.Studied how to optimize the complete system structure and its functions and made the technology roadmap and programs.5.Designed the environmental quality online monitoring and management module based on the technology roadmap and programs.6. Explored the possible improvement of this system and the environmental and social benefits of it after its final construction and application.
