基于组团式供电网络的设备调度关系转移及其模式研究

【摘要】 随着电网规模的不断扩大,调度机构调管的设备越来越多,造成调度中心人员的日常工作量大幅增加,系统安全运行的风险增大,严重影响到调度机构的工作效率和系统的供电可靠性。为提高调度中心人员的工作效率,确保省级调度机构具备驾驭大电网运行的能力,迫切需要对电网设备的调度权下放及其模式进行深入研究。本论文以广东省电网为研究对象,对电网设备的调度关系转移进行系统的理论研究。首先分析了广东省电网结构的特点,广东电网大部分地区将逐步形成以500千伏主干电网、220千伏分区电网为主要供电方式的“组团式”供电网络结构。“组团式”供电网络在结构、安全性、稳定性和可靠性方面均可满足系统运行要求,具备了将220kV设备的调度权进行下放的必要条件。对现有的调度管理模式进行分析概括,总结了中国现有的调度关系转移状况。并对十一五期间广东电网的调度员工作量进行预测计算,表明未来电网的调度员工作量越来越大,进行设备的调度权下放非常必要。其次,根据影响电网调度权下放的因素和电网实际情况,本论文建立了一套完整的,科学的电网结构评价指标体系,分别从电网的清晰性,管辖权,安全性,可靠性和经济性来对调度权下放的电网结构进行具体描述。采用层次分析法和熵权决策理论的主客观相结合的评价方法对电网结构进行综合评价,以广东省电网作为算例进行分析计算,得出广东省电网可以下放的电网结构,验证了所提方法的科学性和合理性。算例结果表明,辐射状的电网结构更适合进行设备的调度权下放。最后本论文对调度权下放的具体操作办法进行了研究。分析了调度权下放的可行性情况和调度权下放的总体要求,并以东莞供电局的调度权下放实践情况为例,对调度权下发的计划安排,实施方案安排以及下放的具体管理规定进行了探讨。

【Abstract】 Along with the ever-increasing scale of power systems and the growing number of the equipments dispatched by a dispatching organization, the daily workloads for workers in a dispatching center become heavier and the risks of secure operation of the power system increase, which seriously affect not only the efficiency of the dispatching organization but also the reliability of power supply. In order to improve the efficiency of the dispatchers and ensure the provincial dispatching organization possessing the capacity of reining operation of large power grid, a further study on the dispatch relation shift of the power grid equipments and their modes is in urgent need. In this thesis based on the Guangdong power networks a systematic research on the dispatch relation shift of the power equipments is discussed.First the characteristics of Guangdong power grid is analyzed, in most districts Guangdong power grid will gradually form a group power supply network, which mainly using the 500 kV main grid and the 220kV district grid as the main power supply method. The group supplying network is considered to posses the necessary condition of the power dispatch relations shift, because it can meet the demand of the system operation in terms of structure, safety, stability as well as reliability. Moreover, the dispatch management all over the word is analyzed and the exiting power dispatch relations shift in china is summarized. And the workloads of dispatchers in Guangdong power grid during the Eleventh Five planning are forecasted and calculated, which reveal that the dispatch relation shift for the equipments is necessary as a result of the growing workloads of future dispatchers.Secondly, based on the factors of influencing power dispatch relation shift and the actual power situation, this thesis establish a complete, scientific evaluation index system of power network, which specifically describe the clarity, jurisdiction, security, reliability, economy of the power networks of dispatch relation shift. The comprehensive evaluation method which adopt the subjective weight by the analytic hierarchy process combined with the objective weight by entropy theory as an integrated decision-making evaluation is used to evaluate the power networks, Guangdong power grids as an example are analyzed and calculated and the results present the power networks which are suitable for conducting dispatch relation shift work, this verify the scientific and rational character of the proposed method. The simulation results show that the radial power network is more suitable for the dispatch relation shift of power equipments.Finally some issues relating to the specific implementations after power dispatch relations shift are discussed. The feasibility of dispatch relations shift and the general requirements of dispatch relations shift are analyzed, and Dong guan power supply bureau as an example is discussed which involve the analysis of the schedule scheme of dispatch relation shift, the arrangements of implementation planning and the specific management requirements after the dispatch relation shift.
