【摘要】 受全球经济一体化影响,我国经济对世界经济的融入程度越来越深,知识产权纠纷随之增多,知识产权问题日益受到国家重视。我国于2005年开始制定国家知识产权战略,将知识产权问题上升到国家战略的高度,我国各省级财政部门相继设置知识产权专项资金,资助知识产权项目实施,促进知识产权事业的发展。资金支出效率较低、项目管理体系不健全是财政项目支出中的主要问题,如何解决这些问题,财政知识产权项目支出绩效评价工作为其提供了途径。财政知识产权项目支出作为公共项目支出的一种,对其进行绩效评价,涉及到多方面问题。现行的国内知识产权绩效评价体系存在评价组织体系不健全、评价技术体系不够科学、评价主观性强等问题。在此背景下,进行财政知识产权项目支出绩效评价研究,对于提高国内知识产权管理工作水平具有重要的意义。本文以构建适用于我国各省级部门的财政知识产权项目支出绩效评价体系为研究目的,通过总结和梳理国内外既有研究情况,获取经验启示。在此基础上,从评价主体、评价对象、评价程序、评价规章制度等方面构建了评价组织体系；以AHP法、专家评价法、问卷调查法为主构建了评价技术体系。构建的绩效评价体系具有明显的优势：在组织体系方面,具有评价主体多元化、评价对象明确化、评价程序规范化、评价规则制度化等特点；在技术体系方面,大大加重了定量分析指标的比重,并尽量将定性分析材料定量处理,具有计算过程简单、评价过程可操作性强、指标覆盖范围较广、引导性强、系统性强等特点。另外,本文以广东省为例,运用构建的绩效评价体系,采用理论和实证研究相结合的方法,针对其存在评价主体单一、评价指标和方法体系不完善、评价结果应用效果不佳、评价缺乏保障、项目信息统计管理体系不健全等问题,提出了相应的改善对策。本文的创新点在于：第一,研究视角的创新。财政支出项目涵盖的内容繁多而且特点各异,选取知识产权项目为切入点,从微处着手研究,更有针对性。第二,指标体系创新。本文从知识产权项目评价工作的影响因素出发,构建了评价指标体系。第三,研究方法的创新。借助AHP方法解决了原有技术评价体系中的权重主观赋值问题。更多还原

【Abstract】 Affected by global economy integration, China economy integrates with the world economy more and more deeply. As the intellectual property rights disputes increase, our state pay more and more attention to the issues of intellectual property rights. China commenced framing the national strategies in 2005, therefore the intellectual property issues developed to the height of the national strategy. At the same time, the ministry of finance in GuangDong province set up the special funds for intellectual property rights to project the implementation and to promote the development. The main problem of the finance expenses is the inefficient of the capital expenditures and the uncertainty of the project management system. The intellectual property project expenditure performance evaluations provide a way to solve the problem.As one of the project expenditure, the performance evaluations of the intellectual property project expenditures involve various factors. The current domestic evaluations system of intellectual property performance exist many problems, including the uncertainty of the organization system, the unscientific of the technology and the subjectivity. Under the circumstances, the research of the intellectual property project expenditure performance evaluations is meaningful to improve domestic intellectual property management level.Through summing up and sorting existing research at home and abroad, and gaining experience, this article constructs the evaluation system of finance expenditure of intellectual property project in each provincial finance department. On this basis, it forms the organization system from the evaluation aspects of subject and object, procedures and rules. It constructs the technology system of the evaluation system by the AHP, the method of expert evaluation, questionnaire survey.There is obvious advantage in the constructed performance evaluation system. In the aspect of organization system, it is good for to form the diversification of subjects, standardize procedures systematization evaluation rules, etc. In the aspect of technology system, it greatly increases the proportion of the quantitative analysis index, quantitatively treats qualitative analysis material. The technology system is a simple computational process, feasible maneuverability and wider-range indexes and it has a greatly leading and systematic character and etc.In addition, this article takes an example of GuangDong province, using constructed evaluation system and research method combining the theory with empirical research,and puts forward some corresponding measures to solve the problems such as single subject, faulty of the evaluation index and method system, inefficient of the evaluation result, the lack of security and the uncertainty of the project information management system.This innovation of this article:the first one is the innovation of the research perspectives. The expenditure items covered many factors which have the distinct characteristics. The article selected the factor of intellectual property, which had more direction. The second one is the indicator system. The article established the evaluating indicators from the factors of influencing the intellectual property project evaluation. The third one is the research method. The article solved the subjective weight assignment problem of the original technical evaluation system through AHP method.更多还原
