【摘要】 进入21世纪以来,世界范围内危及公共安全的事件频繁发生,且发生的频率呈上升趋势,严重危及世界的和平、稳定与发展。而正处于转型期的社会主义中国也不断受到各种公共危机的侵扰,“SARS”事件、禽流感疫情、西藏和新疆的打砸抢烧暴力事件、甲型H1N1流感等,都对我国社会的稳定和经济的快速发展造成了不利的影响。而广东作为我国改革开放的前沿,毗邻香港和澳门,区位优势明显,经济发达,人口密集且人口流动性强,公共安全更容易受到威胁。因此,对广东公共安全应急管理进行研究显得尤为迫切。本文以广东省为研究对象,侧重于从行政体制的角度研究广东的公共安全应急管理。本文首先对公共安全应急管理行政体制进行了理论分析,接着结合广东的实际情况,分析了广东公共安全应急管理面临的形势、现状和存在的问题,同时,本文还分析了西方发达国家的公共安全应急管理行政体制,借鉴了美国、日本、俄罗斯、澳大利亚、德国等发达国家的经验,指出广东应从多方面对行政体制进行改革完善,提高应对公共危机的能力,提高政府的应急管理水平,保障广东社会的稳定和经济的快速发展,最后,对完善广东公共安全应急管理行政体制提出了建议和对策。更多还原

【Abstract】 As entering the 21st century, events affecting public security occurred frequently, which endanger the peace, stable and development of the whole world. And the frequency is on the rise. The socialist China, which is in the transformation period, has been disturbed by varieties of public crisis. Events like SARS, bird flu, violence events in Tibet and Xinjiang all brought negative influence to the society stability and economic development. Take Guangdong Province for example, as the frontier of Reform and Opening up, it sits beside Hong Kong and Macao, which contributes to their location advantages and developed economic level. But the population there is concentric and has strong flow ability, which is a threat to the public security. So, the research on the public security emergency management is especially urgent.This paper takes Guangdong Province for research object, and search the public security emergency management mainly from the aspect of administrative system. Firstly, this paper carries out the theoretical analysis of the administrative system, and analyzes the situation, present status, and exist problem where the system faces. At the same time, this paper also analyzes the public security emergency administrative system, and points out that Guangdong should reform the administrative system from many aspects by using the experience of the developed countries such as American, Japanese, Russian, Australian, and Germany for reference, which can increases the public crisis countermeasure ability, increases the government emergency management level to guarantee the social stability and economic rapid development. Finally, the paper gives suggestions and countermeasures to the administrative system of public security emergency management.更多还原
